The Space Based InfraRed System (SBIRS) Technical Requirements Document (TRD) (20 Jan 1995 version) has been approved for release in DRAFT form, and is now available in the SBIRS Bidder-s Library on 24 Jan 95 for pick up. Both hard and soft copies of the TRD will be available for offerors to pick up from the Library on a walk-in basis (one disk or copy per offeror). No appointment is necessary for TRD pick up, however, each offeror representative must contact Mr Rafael Martinez (310-363-0309) or Mr Brad Eastman (310-363-0310) in advance and must have an approved visit request on file and verification of facility clearance and courier approval, IAW the operating procedures of the Library. This DRAFT TRD is the version that is the companion to the RFP Build. Comments on the TRD may be submitted through the Contracting Officer, Mr. William A. Lee, SMC/MTK by 03 Feb 1995 no later than 1600 PST. The FINAL TRD will be released with the SBIRS Request For Proposal (RFP.) The AFSPC Requirements charts briefed at the SBIRS Pre-Solicitation Briefing by Col Norton are also available in the SBIRS Bidder's Library for pick up. Hard copies only will be available for offerors to pick up on a walk-in basis, IAW the procedures outlined above. If you are unable to pick up a copy of the DRAFT TRD and Col Norton's briefing charts, you may submit a request for them to be mailed to you, providing that your firm has the proper facility clearance, by faxing a letter to the Contracting Officer at (310) 363-5848, followed up by a hard copy. The SBIR Capstone Requirements Document (CRD), dated 16 Dec 1994, was validated by the JROC on 12 Jan 1995. Subsequently, the JROC approved changes to the CRD regarding Survivability and Data Availability. This new language has been added to the CRD as an attachment, and is currently available for review in the Bidders' Library. There have been numerous additions and updates to the SBIRS Bidder's Library since the initial information release at the SBIRS Pre-Solicitation Briefing on 13 Jan 1995, including a DRAFT SBIRS Operational Requirements Document (ORD), the 16 Dec 1994 version of the Capstone Requirements Document (CRD), the 02 Dec 1994 version of the DRAFT ALERT ORD, and the FINAL version of the DSP ORD. Other Tier I and Tier II documents have also been updated or added. These changes have been posted and noted on the SBIRS Electronic Bulletin Board (EBB). All future announcements and updates regarding technical documents will be broadcast on the EBB only.
