Commission(SEC) requires access to database with information on
domestic securities offerings, domestic mergers and acquisitions and
municipal new issues. The information is required by the Divisions of
Corporation Finance, Investment Management and Enforcement and the
Office of Economic Analysis. The securities offerings database must
provide information that describes the issue, issuer, and detailed
terms of the offering from 1981. The database should provide the price,
rating, and maturity of the security, the amount and date of the
offering, the name of the issuer, the manager and/or co-managers, and
if the offering is public or private. The database should distinguish
public, private and SEC placements. The merger and acquisition database
must provide information on the parties and transactions over $1
million from 1981. The database should provide a range of transaction
information such as the value and payment methods, type, key dates,
target and acquiror, e should provide information to identify the
issuing municipality, use of the proceeds, Moody's and Standard and
Poors ratings, name of the manager and counsel, co-manager, financial
advisor, insurance company, type and amount, and underwriter name, fee
and counsel from 1980. Terms of the new issues must be provided such
as price/yield, amount of the issue, type of bid, type of interest, and
key dates through maturity. The information is required during the
period from October 1, 1994 thorugh September 30, 1995. In order to
receive and store large amounts of data for analysis, the SEC must be
able to access, retrieve, and store the database electronically. In
addition, the database services shall provide the capability to
electronically download to personal computer spreadsheet software and
disc for data storage and analysis. The Commission staff must be able
to access the database on-line, through a telephone dial-up connection
