COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 2,1995 PSA#1275Phillips Laboratory/PKOE, Directorate of Contracting, Operational
Contracting Division, Kirtland AFB NM 87117-5606 70 -- DIGITAL IMAGE RECORDER POC Christi L. Eggleston, Contract
Specialist, (505) 846-4283/Liza Suazo Herrera, Contracting Officer,
(505) 846-2659. The Air Force Phillips Laboratory, Directorate of
Contracting, Kirtland AFB, New Mexico, is seeking potential sources to
provide a DataCube MD-1/16GB, or equal, Digital Image Recorder,
Quantity one (1), for the Advanced Modular Tracker (AMT). The tracker
will be flown aboard a balloon-borne payload and is a VME based system
whose primary component is the DataCube MaxVideo 20. The Digital Image
Recorder will be used to simultaneously record images from two (2) 60
Hz cameras processed through the tracker in a digital format in real
time. The data retrieval requirement is to retrieve the images for
display in real-time and for analysis. This requirement necessitates
that frame and line sync codes be stored with the data. The
specifications for the Digital Image Recorder are as follows: SIZE: The
controller (if one is used) must fit in a single 6U VME slot. The
current space reserved for the image recorder is 8'' x 18'' x 22''. If
a device is proposed of larger dimensions, schematics of the
dimensions must be provided so that we can determine if it is possible
to rearrange other components to ensure that it fits, WEIGHT: 80 lbs
or less, BANDWIDTH: Greater than 12 MByte/sec. This number is
determined from images from two (2) cameras operating at 60 Hz being
simultaneoulsy recorded. If disks are used, the controller must ensure
that latency due to head seeks and switching platters is transparent
to the user. The system should be scalable so that additional bandwidth
may be obtained at a cost of space, DATA PATH: Due to different camera
formats, the storage system must be capable of receiving 12 bit and 8
bit data transfers, INTERFACE: Must be capable of receiving data at
above bandwidth and data path via MAXBus from MaxVideo 20. Must be
commandable through Imageflow (version 2.4.l55) software. Must also
operate with VxWorks (Version 5.1) operating system, CAPACITY: To
ensure that all data will be collected, the recorder must be capable of
storing at least 15 Gbytes of data, DATA FORMAT: Frame sync and line
sync codes must be stored to allow real-time dearchival of data, POWER:
Nominal values are given. Proposed values should be close to these. If
the given values are exceeded, but close, we will analyze our power
budget. DC power is preferred (28+/-3 volts). If this is not given, the
device must be capable of being modified to accept 28V power. Operating
Power: 400W, Standby Power l00 W, Peak Power: 700 W, and Current: 8
Amps, COMPONENT EMI: The recorder must not adversely affect operation
of other equipment in close proximity, VIBRATION: Operating vibration
is expected to be 1.25 G or less and non-operating vibration is
expected to be 0.5 G or less, SHOCK: The system must survive parachute
opening shocks, ground impact, and topple. Operating shock is expected
to be 2 G or less (10msec half-sine). The maximum non-operating shock
expected is 10g, ramped over 0.5 sec, ENVIRONMENTAL: Most of the
electronics on the payload are housed in a temperature controlled,
pressurized cannister. Operating Temperature: 0-55 degrees C, Survival
Temperature: -55-75 degrees C, Operating Pressure: 710-1378 mbar, and
Survival Pressure: 12-1378 mbar. Firms responding must submit
technical documentation (i.e. technical literature, brochures,
schematics, etc) for the system being offered. The technical
documentation should provide sufficient technical data in order for the
Phillips Lab project office to determine whether the system meets the
required technical specifications as stated above. Responses with
supporting technical data are to be submitted to Phillips
Laboratory/PKOE, ATTN: Ms Chris Eggleston, 2000 Wyoming Blvd SE,
Kirtland AFB NM 87117-5606 no later than 21 Feb 95. Foreign-owned firms
will not be precluded from participating in this acquisition. Firms
responding should indicate if they are a Small Business, a Socially and
Economically Disadvantaged Business, an 8(a) qualified business, or
Woman-owned Business. For the purposes of being considered a small
business the following applies: SIC Code 5045, Size Standard 100
employees. The Government reserves the right to set this acquisition
aside for Small Business, SBA 8(a) Program, Historically Black Colleges
or Universities (HBCU) or Minority Institutions (MI) based upon known
sources and/or responses to this synopsis. Firms responding should
indicate whether they fall into any of these categories. DPA#:
KMA-93-AD15. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to address concerns during the
proposal development phase of the acquisition. Potential offerors
should use established channels to request information, pose questions,
and voice concerns before contacting the Ombudsman. For serious
concerns only, potential offerors are invited to contact the primary PL
Ombudsman, Colonel Dayton L. Silver, at 505/846-4964 or the alternate
PL Ombudsman, Bruce Grunsten in the Directorate of Contracting, at
505/846-8273 or at 3651 Lowry Ave SE, Kirtland AFB NM 87117-5777.
