auditing, and accounting; 2) firms qualified for open competitive
tendering on Port and airport Public works by the First District Port
Construction Bureau; 3) firms that score 1,000 points or more in civil
engineering work and 800 points or more in General Public works in a
formula calculated from bidding company's objective criteria at the
time of application for qualification; 4) firms that have -- since 1989
as the main contractor -- actually carried out installation of a
concrete structure made of at least 3,000 square meters of concrete in
the underground of at least eight meters excavation and measurement
control on pore water pressure, submersion, and stress; 5) firms that
can assign to the Construction site a full-time chief engineer or
engineering supervisor who meets the following criteria a) is qualified
as a certified First-class Construction supervisor or certified
engineer in Construction; B) has since 1989 had Construction experience
as described in item (4) above; and C) in the case of engineering
supervisor, is qualified to supervise designated Construction works; 6)
firms not related by capital or personnel to the contractors involved
in this Project; and 7) firms not currently suspended from designation
by the Director of the First District Port Construction Bureau bid
documents must be obtained directly from the submitting agency, not
from U S. Embassy date of publication in ''kensetsu kogyo shimbun''
