cabinet order concerning budget, auditing, and accounting; 2) firms
qualified for open competitive tendering on Public works by the Kyushu
Regional Construction Bureau; 3) firms that score 1,000 points or more
in a formula calculated prom bidding company's objective criteria at
the time of application for qualification; 4) firms not undergoing
bankruptcy procedures; 5) firms that have since 1989 actually carried
out Construction of a highway tunnel of at least 60 square meters inner
Section area and at least 1,100 meters length by the new Austrian
tunneling mbthod note only Construction Projects in which bidder has
had a 30 percent or greater share are eligible for consideration; 6)
firms that can assign to the Construction site a full-time chief
engineer or engineering supervisor who meets the following criteria a)
is qualified as a certified First-class Construction supervisor or
equivalent or higher; B) has since 1989 had Construction experience as
described in item (5) above; and C) in the case of engineering
supervisor, is qualified to supervise designated Construction works; 7)
firms not currently suspended from designation by the Director of the
Kyushu Regional Construction Bureau; and 8) firms not related by
capital or personnel to the contractors involved in this Project bid
documents must be obtained directly from the submitting agency, not
