A -- ON-SITE SUPPORT SERVICES FOR MOBILE SOURCE EMISSIONS RESEARCH Sol D500249M1. POC Lenora Hilliard, 919/541-4392/Janice F White, 919/541-4392. The Environmental Protection Agency requires a contractor to provide the following on-site research support services: calibrate, operate, maintain and modify two DC electric chassis dynamometer test cells and one portable hydrokinetic dynamometer facility with associated apparatus for mobile source emissions measurements; calibrate, operate, maintain, and modify a system designed for examination of evaporative emissions from mobile vehicles; integrate evaporative loss tests procedures with other mobile vehicle emissions testing procedures and conduct evaporative loss emissions tests on motor vehicles; calibrate, operate, maintain a chamber designed to permit dynamometer driving simulations under temperatures from about -20 degrees F and 110 degrees F; provide laboratory simulation of typical engine operating conditions for off-road vehicles and equipment such as lawn mowers, boats, snow mobiles, snow and leaf blowers, electric generators, and chain saws; conduct tests to define dynamometer control functions for simulations to engine load (e.g., horsepower as a function of vehicle speed); provide sample collection, sample preparation and chemical analysis support using government owned equipment for the measuremet of nonregulated and regulated volatile, semi-volatile and particulate mobile source emissions; provide data acquisition and processing support using government owned equipment for data associated with measurements made by the Contractor staff in mobile source facilities; repair and maintain equipment and scientific instrumentation, fabricate new equipment and parts and modify existing equipment and parts using government owned machine tools. The contract will contain a base period of twelve months and four twelve month option periods. The total level of effort for the five year period is 114,192 hours. The Government anticipates awarding a cost-plus-fixed-fee type contract. The RFP is expected to be released on or about March 15, 1995. This is a 100% small business setaside. The SIC Code for this requirement is 8731, with a size standard of 500 employees. Firms requesting a copy of the RFP must specify their size and enclose ten address labels.
