QUANTITY (IDIQ) TYPE CONTRACTS ARCHITECT-ENGINEERING SERVICES Sol.

907/377-2464, Eielson AFB, AK. Architect-Engineer (A-E) services are
required for the design of miscellaneous renovation, minor
construction, repair, and operation and maintenance projects, and other
engineering and design services for Eielson AFB, Alaska. Title I and II
services shall be for remodeling, repair, maintenance, and construction
drawing, specification and inpection, and require investigatory
services, preparation of drawings, specifications, cost estimates,
design analyses, and construction supervision and inspection. Work for
any given project may include some or all of these services. Firms
desiring Consideration should be multi-disciplined in nature or clearly
indicate their consultants. Desired disciplines include Architects,
Civil Engineers, Structural Engineers, Mechanical Engineers, Electrical
Engineers, Surveyors, Draftsmen, Estimators, and Environmental
Engineers. Professional registration in Alaska is required. Each
delivery order issued under this contract shall not exceed $229,000.
The cumulative amount of delivery orders shall not exceed $750,000.
Delivery orders shall be issued as needed during the contract period.
A minimum of $5,000 in fee work shall be awarded under each of these
contracts. Firm fixed price A-E delivery orders shall be used. The
contracts will be awarded for a period of one (1) year. The Government
may, at its option, extend the contracts for an additional year and
the cumulative amount of delivery orders issued under the option year
shall not exceed $750,000. A numerical rating will be obtained for each
eligible firm by evaluating the submittal. The rating will be based
upon the information contained in the SF 254, SF 255 and the requested
letter of interest and intent. Brochures and similar material cannot
be considered. The criteria used are those listed in the Commerce
Business Daily Numbered Note 24. Significant evaluation factors and
relative order of importance are: a) Professional qualifications of
staff; b) Past performance on execution of contracts; c) Spcialized
experience in the type of work required; d) Professional capacity to
accomplish the work according to established schedule; e) Location of
the design team staff; and f) Volume of DOD work previously awarded.
Those firms which meet the requirements described in this announcement
and wish to be considered, must submit one copy (1) each of a letter
listing the members of the proposed team and the estimated work load of
each proposed design team, load of each member, a SF 255 based on that
design team; and a SF 254 for location of each proposed design team
number, including estimating, drafting, surveying, and environmental
support in addition to the data required in CBD Numbered Note 24.
Submittals not containing the requested information will be deemed
non-responsive by the pre-selection board and will not be considereds.
The final selection board may require telephonic interviews at Eielson
AFB as part of the final selection evaluation. One (1) copy of the
submittal packages is to be received in this office no later than 4:30
P.M., Alaska Standard Time, on the due date indicated above.
Submittals received after this date and time will not be considered.
