222-4355. Engineering Services - geotechnical and subsurface
investigation, environmental soils investigation and construction
materials testing for an indefinite quantity type contract for various
civil engineering projects at Little Rock, Arkansas. The FAA is
seeking a registered engineering firm, interested in providing these
services on an as needed basis for a period of one year base contract
with option for four one year extensions. These services may be
required at any location within a 100 mile radius of Little Rock,
Arkansas. However, it is anticipated that the preponderance of service
will be required at Little Rock, Arkansas. Selection criteria shall
include in order of preference: (1) registered engineering firm
licensed in the state of Arkansas, (2) professional qualification of
A-E firm and personnel assigned to this project, (3) geographic
location or proximity to Little Rock, Arkansas, (4) capacity to
accomplish more than one job at a time. Submittal requirement,
interested firms must submit an original standard form SF-254 and
SF-255, no later than March 13, 1995. Project data packages or
brochures will not be an acceptable submittal. Additional information

Interested 8(a) and emerging small business should notify this office
in writing of their interest to bid as a prime contractor as early as
possible but not later than March 13, 1995. Bidders must include a
positive statement of eligibility as a small business concern. If
adequate interest is not received from small business or other small
business type concerns, the solicitation will be issued on an
unrestricted basis without further notice. Therefore, a reply is
requested from all small business concerns. A solicitation is expected
to be released on or about April 1, 1995, with award approximately May
15, 1995. The Standard Industrial Classification (SIC is 8711 ``Other
Engineering Services.'' The Small Business Standard is $2.5 million.
All small business concerns shall be afforded an opportunity to compete
for a contract that they can perform to the extent consistent with the
Government's interest. FOR MINORITY, WOMEN-OWNED AND DISADVANTAGED
BUSINESS ENTERPRISES: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The performance and payment bonds up
to $1.0 million per contract. The DOT provides an 80% guaranty on the
bond amount to a surety against losses. Loans are also available under
the DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
