509/372-1989. Architect-Engineer (A/E) services are required to provide
complete design packages, studies, and risk assessments to support
environmental engineering projects at the Hanford Site, Richland, WA.
The design services will include, at a minimum: (1) material/energy
balance; (2) surface impoundment ponds or basins; (3) landfills; (4)
leachate collection systems; (5) secondary containment; (6) effluent
(sanitary sewer and/or process sewer) treatment systems, to include
sanitary sewer and/or process sewer collection systems; (7) effluent
monitoring and sampling systems. Complete Task Order (TO) packages will
be provided by the A/E and could include but not limited to: complete
construction packages including the construction drawings and
specifications (in CSI format) required for Fixed Price Sealed Bidding;
procurement specifications to procure the products necessary for
construction. All A/E deliverables must meet the requirements of the
General Design Criteria, Department of Energy Order 6430.1A, or
subsequent issues, all applicable Federal, Washington State and local
regulations, and special requirements of the Hanford Standard Design
Criteria. The A/E must have in their employ Engineers and Architects
registered in the State of Washington. Design media will be sealed by
a Professional Engineer or Registered Architect as required to conform
to Washington State Law. Optional engineering services may be required
to be provided during construction and start up of the facilities. The
A/E will be the design authority, as defined by Washington State Law,
until turnover to the facility owner. The A/E must demonstrate their
abilities, by identifying existing resources and work previously
performed, to receive conceptual design information and/or functional
design requirements and deliver a complete engineering service package
through turnover of the completed facility. The A/E must have the
capability of performing Life Cycle Cost Analysis, Energy Usage
Analysis, project cost estimating including engineering and
construction cost estimating. Drawings must be provided with electronic
files compatible with AutoCAD, Release 12. Engineering disciplines
involved will include all those necessary to complete the assigned
task: typically; archiectural, civil, structural, electrical,
instrumentation, process control systems, fire protection, heating and
ventilation, piping, and mechanical. The work in existing facilities
may involve the engineering for the removal of hazardous materials such
as asbestos and lead based paint. Additional engineering services will
include the performance of special engineering studies; general
engineering and design services; the performance of special engineering
calculations; and other services normally performed by an A/E. Other
optional services may include preparation of procurement
specifications, vendor surveillance, expediting, and constructibility
reviews. The A/E will be required to manage and control the individual
task order work at an effective location, which may include a
Tri-Cities area office, as determined by ICF-Kaiser Hanford. All task
order work will require an integrated management plan and schedule,
monthly (as a minimum) progress reports, a description of the methods
used to calculate or assess progress, and a proposed management
organization for the approval of ICF Kaiser Hanford. These A/E services
will be utilized by ICF Kaiser Hanford Company's as part of our current
outsourcing of engineering capabilities. The A/E must have the capacity
to provide all personnel to perform the Task order work identified. The
required services are currently indefinite quantity, indefinite
deliverable. The following evaluation factors, used for evaluation of
proposals and are listed in descending order of importance: (1)
specialized experience and technical competence in the type of work
required; (2) past experience on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; (3) a quality assurance program
that will meet the approval of ICF Kaiser hanford Company and meeting
the following DOE Order 5700.6c; (4) existing resources and
functioning systems to meet the requirements of the design work,
supporting services, and management systems described herein; (5)
capacity to accomplish the work in the required time; and (6) an
integrated project control and scheduling program that will, as a
minimum, provide earned value analysis of actual cost of work
performed, budgeted cost of work performed, and budgeted cost of work
scheduled on a monthly basis for each task plan and schedule. The
program shall include provisions for analysis of variances between
planned and actual progress and corrective actions required. As part of
your proposal provide, in order of the above factors, a specific
response to each factor and the approximate size of single and total
projects capability, expressed in total estimated project cost.
Contract negotiations shall be initiated with the top ranked firm(s)
using a weighted criteria list. The contract(s) will be for services on
an as-needed TO basis for a duration of two years with the option for
extending those services for an additional two years. Reimbursement to
the successful Contractor(s) will not exceed $1,000,000.00 per year.
Each TO will be negotiated upon receipt of the Work Plan, which include
schedule and estimated cost, for specific tasks identified. Fixed
billing rates per manhour will be established prior to award of the
Contract. The responding A/E firms are hereby notified that the
negotiated contract will contain clauses designed to avoid or mitigate
any potential organizational conflict of interest and the contractor
will be required to submit an Organizational Conflict of Interest
disclosure form(s) as defined in the contract documents. A/E firms
responding to this notice should contact ICF Kaiser Hanford Company,
Donald Huddleson at (509) 372-1989, to request ICF KH forms 2062 and
2063 (SF 254 and 255 may be substituted) which must be submitted (six
copies), along with six copies (not exceed 20 pages in length) of the
contractor's Statement of Qualifications and Experience (SQE). The A/E
firms may submit an additional information (not exceed 20 pages
including the SQE) that they deem to be of benefit to their firm in the
selection process, to ICF Kaiser Hanford Company, Contract
