S. Kinevich, Contract Specialist, 202-606-1051. The Office of Personnel
Management (OPM), Procurement Division, is seeking information from
organizations with the capability and experience to provide facility
management services at the Federal Executive Institute (FEI) located in
Charlottesville, Virginia. The FEI is operated by OPM and dedicated to
fostering management excellence among the highest levels of civilian
Civil Service. The Institute operates 52 weeks a year and the main
programs consist of 9 four-week programs per year as well as a number
of short programs (one-day to one-week). The contractor shall be
required to manage the facility which consists of two buildings with
approximately 73 participant bedrooms; 25 staff and faculty offices; a
front office; private dining room (open to participants, Institute
staff, and their guests); a kitchen; a small recreation and exercise
area; a swimming pool; 13.5 areas of grounds containing wooded areas,
lawn areas, and parking areas. A third building is under development
and may be in service during the contract period. The building will
consist of 20 bedrooms, 3 classrooms, a multi-purpose room and
associated support and common use space. The contractor shall provide
all the management, administrative and technical support for the
effective and timely accomplishment of the following functions:
facilities management; complete dining room services, including food
preparation and service of three meals per day plus coffee breaks;
front desk/concierge (after normal working hours--6:00 PM - 8:15 AM,
and 24 hours a day on weekends and holidays); accounting; building and
mechanical maintenance, and repair services; student laundry/dry
cleaning; full groundskeeping care; trash removal/debris removal; pest
control; snow removal; and window cleaning. The housekeeping functions
are specifically excluded from this list of responsibilities. Maid and
janitorial services are provided by a ''sheltered workshop'' under the
oversight of the National Industries for the Severely Handicapped
(NISH). The Government has determined that this requirement is
classified under the Standard Industrial Classification (SIC) Manual
8744 and any concern having average annual sales or receipts for the
previous three fiscal years, not to exceed $3.5 million per annum, is
classified as a Small Business Concern. Interested firms are encouraged
to submit information about their corporate management capabilities and
experience in facilities management service contracts. The following
information should be included; (1) description of management
capability for providing all of the above services; (2) related
experience and performance on similar contracts; (3) a minimum of three
references with phone numbers; (4) size of business, small or large;
(5) statement as to whether or not the company is certified as 8(a) or
women-owned. Note that this is NOT A REQUEST FOR PROPOSALS. This
information will help determined whether or not a procurement for the
above services can be set-aside for an 8(a) firm or a small business.
