Development and delivery of training for transportation professionals on managing effective public involvement programs during planning, programming, and project development under 23 CFR part 450 and 49 CFR part 613. The Request for Proposals calls for development and national dissemination of a tuition-free, multi-day modular training course and instructional materials to meet the needs of transportation professionals in metropolitan planning organizations, transit agencies, and state Departments of Transportation. The purpose of this training is to improve the integration and effectiveness of public involvement in transportation decision-making and to teach skills and techniques for planning and carrying out a coordinated and well integrated public involvement program as set forth under the joint FTA/FHWA planning regulations implementing the Intermodal Surface Transportation Efficiency Act of 1991.
