revitalization and improvement of 100 existing family housing units at
Hartman Housing Area (San Diego, CA). For the purpose of this proposal,
the work has been divided into two parts: Package A: for Site Landscape
and Civil Work of the 27.6 acre site at Phase I of the Hartman
Wholehouse Repair Project. The work under this package is summarized in
Part 2 of this (RFP) and specifically defined by the Package A
Construction Documents for Civil and Landscape improvements and the
attached specification. No deviation from the work defined in Package
A Construction Documents will be allowed. Work under Package A includes
but is not limited to the following items: Site Demolition; Site
Grading; Adjustments of meter and valueboxes to new grades; New sewer
laterals to each residence; New handicapped ramps at each intersection;
Street improvements required for handicapped ramp installation and
sewer lateral installation; Replacement of existing cross gutters and
spandrels; Sub surface drainage system; Removal and reconstruction of
all concrete driveways and entrance sidewalks; Installation of concrete
mow strips; Dwelling unit and common area landscape and irrigation.
Refer to attached ''Package A'' drawings for futher information. The
following items have been outlined as options under ''Package A'':
Option 0001- Mini-park at the southwest corner of the project site.
Option 0002- Replacement of back yard concrete patio and walks. Option
0003- Construction of site entrance signs at the intersections of
Olney and Reed, Onley and Oliver, and Culver Way and Culver Street. The
proposers are asked to provide separate bid price for each of these
options. Package B: Design Build (RFP) for repairs and improvements to
100 Single Family Residences. Work in this part shall include Field
Investigations of the existing conditions, Design and Preparation of
Construction Documents for the improvements of 100 units (Design Phase)
and the Repair and Revitalization of the interior and exterior of the
units including the reconstruction of attached shade structures
(Construction Phase). Performance Criteria for the items to be
addressed in Package B of this contract can be found in Part 2 of these
(RFP). Information drawings are provided in support of ''Package B''
which provide minimum standards of performance and Design guidelines.
Proposers are encouraged to make recommendations for enhancements to
the work defined in these information documents. However, deviations
from the work must be clearly outlined in the proposers submittal with
an explanation of the advantages of each substitution or enhancement.
Substitutions which do not meet the quality standards established by
the RFP Documents will not be accepted. The contract is to be awarded
to the responsible offeror who submits the proposal considered most
advantageous to the Government considering ''Price'' and ''Technical''
evaluation factors. The following evaluation criteria has been
established: Factor 1 (price) and Factor 2 (Technical) which are
weighted approximately equal. Evaluation will be based on the quality
of submitted design, and construction materials specified for proposed
repair, improvement, and revitalization of the single family housing
units. In general, the following will be evaluated: Design quality in
the layout of the floor plans, interior and exterior finishes, and
exterior elevations; Quality, and durability of proposed materials;
Energy efficiency of the proposed appliances, and equipment; Innovative
design ''enchancements'' within the project budget and RFP quality
standards; Adherence to the requirements of the ''Package A'' Site
Civil and Landscape drawings and specifications; Prior Experience of
the design build team, both of past performance and experience with
projects of similar and scope; Subcontracting Plan: NAVFACENGCOM
encourages diversity both in the work force of the prime contractor and
the team ofm subcontractors. It is recommended that the subcontracting
plan goals reflect a minimum goal of 5% small disadvantaged business.
Design Quality Control Plan, and incidental related work complete and
ready for use.--A pre-proposal conference has been scheduled for 14
March 1995 at 9:00 a.m., local time, 1220 Pacific Highway, Blue Room.

532-3698.--This is not a public bid opening.--The estimated cost is
between $5,000,000 and $10,000,000.--Firm Fixed Price
Contract.--Contract duration is 1100 calendar days.--Bids will be
considered from all responsible sources.--This project is
unrestricted.--The Standard Industrial Code is 1521 and the annual size
standard is $7.0 million.--Potential bidders should request in writing
stating RFP number N68711-94-R-1729, with complete name, address, area
code and phone number, and whether bidding as a
prime/subcontractor/supplier.--NOTE: Plans and specs will not be mailed
to firms within a 20 mile radius of the issuing office.--Solicitation
packages may be acquired in person from Plan Issue or by
