The Virginia Air National Guard in Sandston, VA requires construction of a Jet Fuel Storage Complex which includes jet fuel storage, petroleum operation facility, refueler vehicle parking, pumphouse/control house. The petroleum operations building shall have concrete floor slab, masonry walls and built-up roof. Air conditioning is five tons. Supporting projects in this construction work will include utilities, site improvements, demolition and the installation of two 2,500 barrels above ground tanks with piping systems, fill stands and dikes. Interested concerns should as early as possible, but not later than 15 calendar days after publication of this notice, indicate interest in bidding as the prime or as a subcontractor on this project, evidence of capability to perform including references for similar work with contract numbers, points of contact, and telephone numbers, and if appropriate a positive statement of eligibility as a small socially and economically disadvantaged business concern. In addition, dollar amount of current construction bonding capability is required. The Contracting Officer will utilize the information received to make a decision to issue this solicitation as set-aside for Small Disadvantaged Business (SDB) or as ``UNRESTRICTED'' without further notice. Therefore, replies to this notice are requested from all interested business concerns as well as from SDB concerns. Replies must indicate the firm's size status such as large business, small business, small disadvantaged business, or 8(a). See Numbered Note 6. All work will be done in strict accordane with the technical provisions of the plans and specifications and in strict compliance with the Risk Assessment Code (RAC) of 4 assigned by the authority having jurisdiction. The estimated cost of this project is between one and five million dollars.
