transportation, and services necessary to remove existing radiators and
support pads, install and restart two new two-speed radiators at the
Federal Aviation Administration (FAA), Oakland Air Route Traffic
Control Center (ARTCC), in Fremont, California. Work shall include, but
is not limited to: demolition, hazardous waste disposal, furnishing and
installing two speed motors with associated controls, anchoring
radiator assembly to concrete platform, installing flexible couplings
with control rods, and wiring new radiators to control panels. All work
shall be performed in strict accordance with FAA plans and
specifications. The period of performance is 75 calendar days after
receipt of the notice to proceed. Invitation For Bid (IFB)
DTFA08-95-B-03707 will be available on or about February 15, 1995, with
a public bid opening approximately 30 days thereafter. The estimated
price range for this procurement is between $25,000 and $100,000. All
responsible offerors may submit a bid which shall be considered by the
FAA. All interested offerors must submit their request for the IFB to

Classification (SIC) Code for this procurement is 1796 - Installation
or Erection of Building Equipment, N.E.C., $7.0 size standard. This is
an unrestricted procurement in accordance with the Small Business
Competitive Demonstration Program, Title VII of the Business
Opportunity Development Reform Act of 1988 (P.L. 100-656). This notice
BELOW is for informational purposes for Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, payment, and
performance bonds up to 1.0 million per contract. The DOT provides an
80 percent guaranty on the bond amount to a surety against losses.
Loans are also available under the DOT Short Term Lending Programs
(STLP), at prime interest rates to provide accounts receivable
financing. The maximun line of credit is $500,000. For further
