HQ Space and Missile Systems Center intends to release a Request for Proposal on or about 14 February 1995. The Space Based Infrared System (SBIRS)-High program is a new effort to satisfy the key SBIRS and DSP consolidation operational requirements delineated in the Technical Requirements Document within the available budget and schedule. This anticipated new effort is for a potential 11 year SBIRS-High program. This is not a continuation of previous efforts to develop a follow-on to Defense Support Program (DSP) (i.e., Follow-on Early Warning System (FEWS), Alert, Locate, and Report Missiles (ALARM)). The scope of the envisioned effort is considerably broader than the previous work. The SBIRS-High program will accomplish the objectives identified in the SBIR Architecture Study completed in September 1994, plus consolidation of DSP ground processing within the CONUS. This acquisition will consist of two phases, Pre-Engineering, Manufacturing and Development (EMD) and EMD. The Pre-EMD phase will consist of system architecture level trades of performance, cost, and requirements and development of candidate solutions. Associated tasks of the Pre-EMD phase include developing options for transition to the SBIRS-High from the existing DSP, identifying risk areas and conducting appropriate risk mitigation activities. The contractor will also conduct the performance assessment and integration planning associated with the potential introduction of a LEO component in the SBIRS architecture in the next decade. Pre-EMD contractors will also be expected to establish electronic data connectivity with the Air Force program office. It is the Air Force-s intention to award not less than two contracts for this phase with a performance period of 15 months, after which a progressive competition/down-selection will take place and an unpriced option will be exercised for the EMD phase. A single contractor will be selected for the EMD phase. It is expected that only Pre-EMD phase participants will qualify as responsible sources capable of competing successfully in this phase, however, all proposals received will be considered. The EMD contractor will mature, finalize and integrate a selected design, validate manufacturing and production processes, produce elements of the architecture and integrate, test and evaluate the SBIRS-High . Potential Offerors requesting inclusion on the Bidder-s Mailing List must specify their interest as a prime or subcontractor to the Contracting Officer at 185 Discoverer Blvd., Suite 2512, Los Angeles AFB, 90245-4695 in writing. Those previously responding to be included in the SBIRS Bidder-s Mailing List need not respond. No fax responses will be accepted. Potential prime sources, singularly or teamed, require experience in all of the following areas: A) systems architecture, engineering, and cost projection for complex space systems, B) design, development, analysis, and integration of space vehicles and associated ground systems meeting defined and derived requirements, C) subsystem and system integrated test and evaluation of space systems, D) critical surveillance technologies including their development and integration for future space systems, E) space system production capability, F) design and development of fixed and mobile ground systems for satellites, and G) launch vehicle operations including spacecraft/launch vehicle integration and test. All responsible sources may submit a proposal, which shall be considered by the agency. As a minimum, all potential bidders must have a Top Secret /SCI clearance, verification of WNINTEL, and access to Top Secret and SCI storage and processing facilities by the time of contract award. Since access to classified and critical technologies will be required for this effort, we expect that foreign sources may only be able to participate at the subcontractor level and limited to only unclassified and non-critical technological information. The Government has established a technical library wherein interested offerors may review documents for the SBIRS acquisition. The technical library will be open from 0800 to 1600 PST, Monday through Friday. Visits to this technical library will be by appointment only and will be restricted to three reviewers per firm, per visit, due to space limitations. As a minimum, all reviewers must have a Secret clearance and WNINTEL access.
