USAE Waterways Experiment Station (WES) proposes to award a contract
to Astra Scientific International, Pleasonton, CA, Under authority of
10 U.S.C. 2304(c)(1) for the purchase of a BT.215 DSC Calvet
Calorimeter system by SETARAM. The calorimeter will be used to measure
thermal properties of geochemical systems at subzero temperatures. The
equipment proposed by Astra meets the following criteria: (1) ability
to measure accurately and precisely isobaric heat capacities of liquids
and solids; (2) ability to control-cool from 200 C to -100 C; (3)
ability to control-heat from -100 C to 200 C; (4) ability to hold
sample volumes larger than 1 ml; (5) ability to measure the heats of
mixing of samples larger than 1ml; (6) ability to make isobaric heat
capacity measurements at a range of sample pressures from 10 MPa to 1
kPa; (7) demonstrated reliability and stability in performance. Astra
Scientific has the only known calorimeter that will meet the
requirements. If no other sources are found, the Government intends to
award a contract to Astra Scientific International under the authority
of 10 U.S.C. 2304(c)(1). Solicitation documents are not available. Any
