notice that the Air Force Phillips Laboratory, Lasers and Imaging
Directorate, Kirtland Air Force Base, New Mexico intends to contract
for scientific and engineering research and development support related
to semiconductor and solid-state laser technology. Performance will
take place at Kirtland Air Force Base (West), New Mexico, Buildings 416
and 422. A more complete technical description may be found in the
sources sought synopsis published in the CBD on 17 June 1994 and
revision thereto, published 30 June 1994, for solicitation
F29601-94-R-0024. This acquisition will be conducted under full and
open competitive conditions. Contractual effort is contemplated to be
a 5 year effort, under a Cost Plus Fixed Fee, Level of Effort
arrangement. Release of the formal RFP will occur on or about 21
February 1995. Interested parties may request a copy of the RFP in
writing or by telefax to Mrs. Geraldine J. Meyer, Contract Specialist,
at the address/telefax number listed below. Parties having received a
copy of the Draft RFP need not separately request the RFP, they have

hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to address
concerns during the proposal development phase of the acquisition.
Potential offerors should communicate first with the Contracting
Officer to request information, pose questions, and voice concerns
before contacting the Ombudsman. In those instances where offerors
cannot obtain resolution from the Contracting Officer, they are invited
