(513)366-2146 The U.S. EPA requires contractor services to provide
technical support for research activities at the Environmental Research
Laboratory, Corvallis, Oregon (ERL-C). The contractor shall provide
technical support both on-site at ERL-C and at off-site and remote
field sites in support of various environmental research programs
assigned to the ERL-C. Technical support tasks include technical review
of programs involved with aquatic, watershed, and forest effects
programs; air pollution and global climate change; literature search
and maintenance of information systems; operation of field exposure
facility, field enclosures and ponds, greenhouse and nursery site;
rearing, collecting and enumeration of invertebrate species for use in
terrestrial systems; conducting plant exposure to determine the
effects of pollutants on key plant processes and plant quality;
conducting chemical and biological assays of hazardous waste samples
and toxic sediments; operation of the global change research facility
and providing organic and inorganic chemical analysis utilizing
state-of-the-art equipment. The personnel shall encompass various
scientific disciplines and will require highly competent and
experienced scientific and technical personnel in the following areas:
analytical/physical/organic chemistry, plant physiology, wildlife
biology, botany, forest ecology, hydrology, soil microbiology,
toxicology, biostatistics, geographers, data management specialist, and
biological/physical science technicians. The contractor shall provide
a staff of 78 full-time personnel to work on-site at ERL-C utilizing
government furnished equipment and facilities. In addition, the
Government shall have the option to increase the base staff by up to
50% of the base requirement during each term. The Government
anticipates a cost plus award fee, level of effort, term type contract
with the contract term extending from date of award through 9/30/97.
The maximum period of performance is 60 months. All responsible sources
may submit a proposal which will be evaluated by the Agency in
accordance with the technical evaluation criteria specified in the RFP.
The SIC code for this solicitation is 8742 ($5 million). When
requesting an RFP, all firms are requested to identify their size and
socioeconomic status as follows: LARGE BUSINESS, SMALL BUSINESS, or
SMALL DISADVANTAGED BUSINESS. All requests for a copy of the
