Environmental Protection Agency has a need for a contractor to provide
the Office of Air and Radiation, National Vehicle Fuels Emission
Laboratory, Regulatory Programs and Technology Division, with
specialized engineering support for the development, design,
modification, fabrication, test, and installation of hydraulic
subsystems for experimental drivetrains for use in passenger vehicles.
Subsystems covered by any resultant contract shall include hydraulic
pumps, hydraulic motors, control valves, hydraulic accumulators,
hydraulic transmissions, and actuators. These subsystems may be
designed and developed either independently or as integrated units. The
contractor shall provide all the equipment, personnel, and facilities
to design, develop, modify, fabricate, procure (as authorized and
approved by written work assignments), calibrate, and perform
engineering tasks on the requisite hydraulic components. Work shall
include related actuators and sensors needed to support the given task.
Specific directions regarding types of hydraulic pumps, hydraulic
motors, control valves, hydraulic accumulators, hydraulic
transmissions, actuators or other subsystems, and reporting
requirements will be defined and provided in each work assignment. Work
involving other facets of hybrid vehicle systems will be based on the
needs of EPA and the capabilities of the successful offeror. The
Government anticipates the award of a cost-plus-fixed-fee work
assignment type contract with a twelve-month base term and two (2)
twelve-month options to extend the term. The base level of effort for
each term will consist of 10,000 direct labor hours. In addition,
options will be included to increase the level of effort by up to 5,000
direct labor hours during each term. Request for the solicitation must
