The Office of Personnel Management (OPM) is seeking information from organizations with the capability and experience to provide an on-line, interactive Human Resources Management System (HRMS). The system is envisioned to include at a minimum the following major functional capabilities: (1) position and organizational management e.g., personnel action initiation, status tracking and approval processing; (2) employee training and development; (3) career and affirmative action planning; (4) skills inventory statistical analysis and referral processing; (5) applicant tracking, resume scanning and rating and ranking; (6) personnel and salary administration and; (7) benefits record keeping. The number of employee records envisioned to be administered in the system is approximately 4,000. The system sought must be able to operate in a multi-location (nationwide) environment and provide simultaneous multiple user access. The system should be easy to operate and clearly understandable by individuals who do not possess a background in computers. It should be substantially parameter driven, offer ''effective-date'' processing and include history and payroll interface capability. Other capabilities required include: (1) on-line editing and validation to ensure data integrity; and (2) on-line help and query capabilities for HRMS operators, OPM employees and managers. OPM is particularly interested in systems that can function using networked PC's in a Novell LAN environment connected to a Wide Area Network (WAN). OPM is also interested in learning about systems that can use a workstation or a minicomputer as a server as long as the work station or minicomputer can be easily integrated into the PC environment. The Government has determined that this requirement is classified under the Standard Industrial Classification (SIC) Manual 7373 and any concern having average annual sales or receipts for the previous three fiscal years, not to exceed $14.5 million per annum, is classified as a Small Business Concern. Firms that have done the type of work described are encouraged to submit information as well as suggestions about the methods of procurement used in the industry. The following information should be included: (1) A description of the system that potentially meets or exceeds the functionality sought above, including information which clearly states which parts are off-the-shelf (OTC), off-the-shelf but must be modified (MOTC), or custom-developed software; (2) the potential offeror's qualifications and experience; (3) information and/or recommendations concerning the type of contract vehicle(s); (4) approximate gross estimated costs to implement such a system; (5) identification of any major issues that OPM must consider; (6) size of business, small or large and; (7) statement as to whether or not the company is certified as 8(a) or is women-owned. Useful additional information would be the names of any firms that have participated in similar projects with Federal agencies and the names, phone numbers, contact points at these agencies. Because of budget uncertainties, OPM requests that companies responding to this Request for Information provide cost estimates broken down by element. This is for planning purposes only, and would allow OPM managers to consider revision to the requirements should available funds be incompatible with anticipated costs.
