Environmnetal Systems Division (YAQ) of Human Systems Center (HSC) at Brooks AFB is seeking firms with existing commercial off-the-shelf capabilities for reducing the volume of heavy metal bearing hazardous industrial wastes of sludges and for recovering regulated heavy metals that are present in industrial sludges. The process must be cost effective and must be capable of maximizing resource recovery and recycling. The factors to be considered include: (1) total life cycle cost, to include an assumed scenario for operation, maintenance, and capital cost recovery; (2) time required for treating a typical industrial sludge, contaminants of concern are hexavalent chromium, cadmium, copper, lead, nickel, and zinc as well as other commonly occurring metals that are acutely toxic and or precious; (3) that document your capabilities (4) number of waste streams generated and treated, final disposition of each, and compliance with current and near term applicable federal and state environmental requlations; (5) potential economic benefits of utilizing the technology; (6) potential risks and hazards, including potential liabilities from the untreated wastes and products generated through the treatment technology; (7) full operational capabilities. All information submitted must be described in detail, complete, and must address all the seven factors listed above. In addition, the information must include a detailed description of the technical approach which might be utilized to meet the proposed treatment objectives and the cost and performance data.
