COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 3,1995 PSA#1276INEL UNIVERSITY RESEARCH CONSORTIUM The Lockheed Idaho Technologies
Company (LITCO) announces a new program establishing a consortium of
universities led by the Massachusetts Institute of Technology (MIT).
The ultimate objective of the consortium program is to help utilize the
strong applied engineering capabilities of the Idaho National
Engineering Laboratory (INEL) to develop technologies that will
contribute to the regional economy as well as to the strength and
competitiveness of US industry more broadly. LITCO, as the US
Department of Energy's (DOE) management and operations contractor at
the Idaho site, has been directed by DOE to work toward that ultimate
objective in support of DOE's broad missions. The new consortium will
support the objective by developing synergistic research programs
involving INEL researchers, university researchers (at MIT, Idaho
regional universities, and other universities), and appropriate
industrial participants. This announcement is the first call leading to
proposals from universities for research projects consistent with the
objectives of the program. Brief prospectuses for proposals are hereby
solicited. Those prospectuses will be screened promptly and
invitations to submit full proposals will be issued to those projects
that appear to be best suited to the objectives of the program.
Research topics in three areas are of interest: environmental, nuclear,
and engineering systems. Approximately two million dollars in FY95
funds and ten million dollars in FY96 funds are available for this
activity. Prospectuses must be received by February 27, 1995 for FY95
fund requests and by April 17, 1995 for FY96 fund requests. The
solicitation document includes more detailed descriptions of the
research topics of particular interest and instructions for preparation
and submission of prospectuses. Copies of the solicitation document are
