Pennsylvania Ave., N.W., Washington, D.C. 20535 42 -- 42--MODIFICATION AND ACQUISITION OF BAIL-OUT GAS MASK SYSTEMS.

The Federal Bureau of investigation (FBI) intends to negotiate a sole
source firm fixed price contract with Respiratory Systems, Inc. (RSI),
for the modification to and creation of existing bail-out systems. The
modification work to be performed is as follows: (a) Modify fifty (50)
MCU-2/P gas masks second stage regulator quick disconnect couplers
(some regulators will need to be side-mounted so the mask can
accommodate a voice amplification unit). (b) Shorten fifty (50)
existing Hi-pressure hose assemblies and modify the quick disconnect
coupler. The components needed to create the new systems are as
follows: (a) Twenty-five (25) retrofitted MSA gas masks to stage II
configuration (Regulator on side, exhaust valve reinforced). (b)
Twenty-five (25) complete Hi-pressure waist valve assemblies. (c)
Twenty-five (25) black, 17 cubic foot, compressed air bottles and
gauges. The new and modified bail-out systems shall have the ability to
operate in environments that may contain less than 19.5% oxygen.
Destination is Quantico, Virginia--Delivery is required approximately
60 days after award of contract. Offeror's able to meet the requirement
are invited to identify their interest and ability to meet this
requirement by submitting a proposal to include technical
specifications/pricing and any other information which shows a bonafide
ability to meet this requirement within 45 calendar days of this
publication. This information will, However, be considered if clear and
convincing documentation indicates it is in the Government's best
interest to conduct a competitive acquisition. If no affirmative
responses are received within this time to determine that a comparable
source more advantageous to the government is available, a contract
will be negotiated with the above-named vendor. Information pertaining
