other qualified sources it is the intent of the National Institute of
Standards and Technology to purchase two model QA-6315A Optical
Spectrum Analyzers from Ando Corporation, 7617 Standish Place,
Rockville, MD 20855, under ''other than full and open competition''
procedures, pursuant to 41 U.S.C 253(c)(1) - only one responsible
source. The analyzer is capable of spectral analysis on continuous-wave
or pulsed optical signals in the wavelength range of 350 nm to 1750 nm
and meets the following requirements: resolution of 0.05 nm or better,
sensitivity of -75 dBm or better throughout this wavelength range,
polarization dependency of +/- 0.05 dB or less at 1310 and 1550 nm, and
isolation from stray light (dynamic range) of 60 dB within 0.5 nm. The
analyzer must also have the following built-in features: automated
rapid scanning (0.5 s or less sweep time for spans of less than or
equal to 500 nm), automatic marker-to-marker measurement of amplitude
and wavelength, automatic data calculation functions, a 9 inch or
larger color display, printer, 3.5 inch floppy disk drive (1.44 MB),
internal memory to store at least 20 traces and 10 programs, and GP-IB
interface. The analyzer must also be contained in no more than two
portable instrument cases (preferably one) which can fit on a standard
equipment rack or an instrument cart; the outside dimensions of each
instrument case (including any protrusions) must not exceed 230H X 450W
X 530D mm. The input connector for the light signal must be a FC-type
optical fiber connector. No other qualified source is known that can
meet the Government's minimum requirments. Interested concerns must
submit a written qualification statement that clearly establishes the
firm's capability to meet the above requirements. This qualification
statement shall be submitted to the individual and office cited above
within 45 days from the date of this synopsis. This is not a formal
