Notice of intent to place a delivery order against Sylvest Mangement Systems Corp.'s GSA schedule on a sole source basis for the following: STILAS software upgrade from Category 3 to Category 4 - up to 2,000,000 title license and 1st year support; Installation/Training services for upgrade system; Small STILAS software system for Category 2 - up to 150,000 title license, 1st year support and installation. Date of delivery will be no more than 30 days after award. Delivery to Naval Postgraduate School, Monterey, California. F.O.B. destination. Non-ADPE schedule firms shall be considered only if responding with clear and convincing evidence from which the Contracting Officer may determine that it is more advantageous to the Government to consider them. Written responses must be received WITHIN 15 DAYS of the date of this notice and shall include full equipment descriptions, quantities, pricing, terms and conditions. No contract award will be made on the basis of proposals or information received in response to this notice since a synopsis of intent to place a delivery order against a schedule contract cannot be considered a request for proposals. NO SOLICITATION DOCUMENTS EXIST. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published.
