286-6143. DEVELOPMENT AND TESTING Of LONG-LIVED QUASI-CW STACKED LASER
DIODE ARRAYS For THE GEOSCIENCE LASER ALTIMETER SYSTEM (GLAS) LASER
TRANSMITTER. The Goddard Space Flight Center intends to issue a Request
for Proposal 5-88846/258 on a sole-source basis to the Spectra Diode
Lab, Inc. (SDL) in San Jose, California. The highlighted technical
specifications for the product are as follows: 1) Configuration - 3 set
of arrays stacks with an emitting aperture of 10mm X 1.6mm and a center
to center array spacing of 0.8mm; Optical specifications - Peak optical
power of 100 W/array; Electrical Specifications - Peak operating
current no greater than 130 amperes with a compliance voltage no
greater than 16 volts; Thermal specifications - The array is to be
conductively cooled and shall have a thermal resistance of less than 2
degrees C/W between diode junctions; Life and reliability - Devices
must be able to sustain operation for at least 2 billion pulses.
Verification data indicating a high probability of achieving this
lifetime (less than 20% degradation) must be submitted. The life data
shall as a minimum show the degradation rate of linear arrays
equivalent to those which are to be stacked form the stacked arrays.
Either constant current or constant power lifetests are acceptable; 2)
Conduct a lifetest of the 3 devices for 10 billion shots
(approximately 16 weeks); 3) Conduct a lifetest of the 3 devices at
1000 Hz with 200 microsecond pulses for a period of 10 billion pulses
(16.5 weeks), starting one device at 100 W quasi-CW power, one device
at 80 W quasi-CW power, and one device at 860 W quasi-CW power. The
devices shall be kept at the commensurate current levels for these
intitial powers throughout the 10 billion shot test (i.e. constant
current). The vendor shall monitor and record the current and power
levels each 200 million (2.5 days) for the first one billion pulses
(11.5 days) and then every one billion pulses thereafter at constant
current; 4) Conduct and record far-field divergence and power vs.
current tests for each stack at the beginning and end of the lifetest.
The statutory authority ofr Other Than Full and Open Competition is 10
U.S.C. 2304 (c) (1) -- Only one responsible source. SDL originally
defined the development and testing approach needed to support this
effort, and possesses the highly qualified personnel with unique
experience and expertise with the 100 Watt Peak Power Quasi - CW Laser
Diode Array. The anticipated contract type will be Firm-Fixed-Price
with a period of performance of 6 months. Any other persons desiring
