COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 6,1995 PSA#1277Aeronautical Systems Center, AMRAAM JSPO Contracting Division, ASC/YAK,
207 West D. Ave, Suite 622, Eglin AFB FL 32542-6844 A -- ADVANCED MEDIUM RANGE AIR-TO-AIR MISSILE (AMRAAM) PREPLANNED
PRODUCT IMPROVEMENT (P3I) PROGRAM PHASE III SOL F08626-95-R-0219 DUE
020395 POC Contact Capt Mark Dillon, Contracting Officer, (904)
882-9884, Ext 248. Research and development sources are sought for
firms having the capability to design, develop, and test improvements
for production incorporation into the Advanced Medium Range Air-to-Air
Missile (AMRAAM) to maintain system effectiveness in future combat
environments. Specific detailed knowledge and experience with AMRAAM
hardware and software is required. Candidate improvement areas include
seeker hardware and software, missile data processor, missile
guidance, missile propulsion, and related/associated subsystems.
Project improvement design and development efforts are anticipated to
begin in late FY95 and continue for a period of approximately 42 months
(depending on technical complexity). A complete AMRAAM P3I Phase III
engineering data package is not available for this acquisition.
Available data consists of Part I specifications and drawings. The
AMRAAM is produced by Hughes Missile Systems Company and Raytheon
Company. P3I Phases I and II were awarded to Hughes Missile Systems
Company as the prime and Raytheon Company as a major subcontractor. All
responsible sources may submit a proposal which will be considered by
the Air Force. Potential sources responding to this announcement should
supply sufficient information to justify consideration as a viable
source for this procurement. Such information would include plant,
professional, and engineering resources, specific knowledge of the
technologies involved, experience with AMRAAM hardware and software,
and past record with similar or related activities. Firms having
appropriate background, experience, capability, and interest are
invited to submit information in accordance with Note 25 to ASC/YAK,
Attn: Capt Mark Dillon, 207 West D Avenue, Suite 622, Eglin AFB FL
32542-6844. Specific reviews of responses will be based on the
following factors: a) professional and engineering resources with
sufficient knowledge of the technology and weapon system
characteristics to design, develop, test, and provide production ready
improvements to the AMRAAM system in the absence of an approved AMRAAM
P3I reprocurement data package, b) ability to identify and analyze
potential impacts to the AMRAAM system, subsystems, and carrier
aircraft interfaces resulting from AMRAAM P3I Phase III improvements,
c) ability to apply current or emerging air-to-air missile system,
subsystem, and component technologies to the AMRAAM weapon system to
meet operational requirements, d) existence of specific capability to
obtain facilities and equipment to support design, fabrication, and
test of improved AMRAAM missiles, and e) relevant experience with
guided missile programs and performance as a systems integration
contractor. Responses must be received within 15 days of publication.

any RFP associated with this announcement. This synopsis is for
information and planning purposes. It does not constitute an IFB or RFP
and is not to be construed as commitment by the Government. After
statements of capability have been screened, a solicitation will be
issued to those prospective sources who, in the sole judgment of the
procurement activity, have the potential of successfully fulfilling the
requirements of the planned acquisition. Firms responding to this
announcement should indicate whether they are or are not a Small
Business or Small Disadvantaged Business concern as defined in FAR
52.219-2. This requirement, or any part thereof, may be pursued sole
source if the Air Force determines that only one source is capable of
satisfying the requirement. See Numbered Note 25. (0033) Loren Data Corp. http://www.ld.com (SYN# 0018 19950203\A-0018.SOL)
