Contracting Officer, Edward A. Dias, (904) 232-3737 Perform chemical
analysis, elutriate and solid phase bioassays and assess
bioaccumulation potential. Work includes collecting sediment, water
samples and benthic organisms from various locations in Florida, Puerto
Rico and the Virgin Islands. Factors in order of priority are: (1)
Specialized Experience of the Firm. The offeror must demonstrate
approval by the Florida Department of Environmental Regulation or
Health and Rehabilitative Services for all of the chemical parameters
in the sampling program; experience in performing the required chemical
analyses on sea water; experience implementing Environmental Protection
Agency's quality assurance program as outlined in ''Handbook for
Analytical Quality Control in the Water and Wastewater Laboratories; as
well as experience preparing elutriates in accordance with ''Procedures
for Handling and Chemical Analyses of Sediment and Water Samples.'' (2)
Equipment Available to the Firm. The offeror must have a class 1,000
isolated clean room or work station with class 100 (Teflon coated) work
benches or equivalent, non-contaminating surface sediment grab sampler,
non-contaminating corer capable of penetrating sand, well equipped
analytical laboratory, with instrumentation necessary to perform
required analyses, and field equipment necessary to obtain
uncontaminated samples and to take in situ hydrographic measurements.
(3) Size and Expertise of Staff. The firm must have a marine chemist
experienced in trace metal analysis on sea water, chemist and other
laboratory personnel experienced in performing the required analyses on
tissue and sediment samples by the specified methods, field personnel
with experience collecting uncontaminated samples, quality assurance
coordinator with experience implementing EPA's quality assurance
program, and a project manager with experience managing projects of
similar scope and complexity. (4) Capacity to Accomplish Work in
Required Time. Offeror must list all current contracts including
project name and location, nature of firm's responsibility, owner or
agency's name, address and telephone number, percentage complete, and
approximate fee. Offeror must provide assurance that its commitments to
ongoing projects do not interfere with its ability to complete this
project and must discuss its procedures to satisfactorily complete each
individual delivery order with 35 calendar days after issuance for bulk
chemistry or 65 days for bioassays. Names, addresses, and telephone
numbers of the client's representative should be shown for reference
along with the project number. (5) Past Performance on Other Projects.
Offeror must demonstrate the firm's past performance in the
accomplishment of similar type projects. Items to be addressed are: (a)
meeting schedules; (b) accomplishing work within budgetary limitations
(contract or delivery order price); (c) quality of delivered projects.
The Government reserves the right to award the contract, based on
initial offers received, without discussion of such offers. In either
case, offeror's proposals shall be evaluated for award based on
factors. (1) through (5) are listed in their relative order of
importance. The contract shall then be awarded to that responsible
offeror whose offer conforming to the solicitation is considered to be
most advantageous to the Government, price and other factors
considered. It is the Government's intent to award one contract
consisting of a base year with four option years. This requirement is
100% set-aside for small business concerns, therefore all responsible
small business sources may submit an offer which will be considered by
this agency. Solicitation packages must be requested in writing, attn:
CESAJ-CT-S, and will be issued on or about 03 March 1995. Offerors will
be given thirty days within which to submit a proposal. SIC Code 8734,
