intends to solicit competitive proposals for services to support the
Central Imagery Office (CIO). The CIO is a Combat Support Agency of the
Department of Defense responsible for managing the operation and
evolution of the United States Imagery System (USIS). USIS-2000 is the
name assigned to the first incidental step in the evolution of the
USIS. The CIO has a requirement for system integration services in FY96
and beyond to support USIS integration and USIS-2000 implementation.
Major tasks involved in accomplishing the USIS-2000 implementation are:
1) imagery systems and imagery support systems integration, to include
softcopy exploitation systems, exploitation support systems,
collection (overhead and airbreather) and processing systems,
requirements management systems, imagery archives and imagery product
archives, imagery dissemination systems, and the standards associated
with these systems; 2) USIS systems analysis and trade studies to
include USIS standards definitions; 3) support to USIS systems
transitions, upgrades, operation and maintenance; and 4) configuration
management of USIS documentation. The Government intends to award a
Cost Plus Award Fee contract on a level of effort basis for a period of
one year, Government fiscal year 1996, with four one year options.
Current estimated level of effort required is approximately 57
Staff-years. Options for increased level of effort in several of the
stated tasks are included in the SOW.A Top Secret facility
certification with authorization for storage of Top Secret material is
required for performance of this contract. At the time of submission
of the offeror's proposal, the offeror must certify that an existing
accredited Sensitive Compartmented Information Facility (SCIF) is
available for utilization under the proposed contract. At the time of
submission of the contractor's proposal the offeror shall certify that
the personnel to be utilized as key on the contract are currently
indoctrinated for Sensitive Compartmented Information (SCI) and other
personnel to be utilized on the contract are currently indoctrinated
for SCI or that required Single Scope Background Investigation (SSBI)
and SCI nomination requests will be submitted not later than 30 days
after contract award to the supporting Special Security Officer (SSO).
The Government anticipates issuing the solicitation on or about 24
