The Central Imagery Office (CIO) intends to solicit competitive
proposals for services to support End-to-End Planning for the United
States Imagery System (USIS). The successful contractor may be required
to: (1) develop and document User Needs for imagery in the future; (2)
analyze and assess evolving imagery system and organizational
concepts; (3) develop and document current and future imagery policy,
doctrine, and strategy; (4) support the architecture planning and
analysis for the USIS for the 2003-2014 time frame; (5) analyze and
assess the value (in end-user terms) and implications (in overall USIS
terms) of proposed or planned changes to USIS policy, doctrine,
strategy, concepts of operation, and systems; and (6) support
cost-benefit analysis and conduct costing analysis to support CIO's
role as the IMAGERY FUNCTIONAL MANAGER. A three year Cost Plus Fixed
Fee IDC contract with two one-year options is anticipted. Multiple
awards are possible. An overall level of effort of 20+ staff years per
year is anticipated. The contractor will be expected to provide a
staff with a wide range of military, national intelligence, and US
Governmental experience as well as substantive expertise in the area of
imagery,strategic planning, and structured analysis. As the services
solicited require the evaluation of other contractor's products and
equipment to support USIS acquisition decisions, the solicitation will
contain a provision for obtaining information necessary to evaluate
potential organizational conflicts of interest. A Top Secret facility
clearance with Top Secret storage is required for performance of the
proposed contract. At time of submission of the offeror's proposal, the
offeror must certify that an existing accredited Sensitive
Compartmented Information Facility (SCIF) is available for
utilizationunder the proposed contract. At the time of submission of
the contractor's proposal the offeror shall certify that the personnel
to be utilized as key on the contract are currently indoctrinated for
Sensitive Compartmented Information (SCI) and other personnel to be
utilized on the contract are currently indoctrinated for SCI or that
required Single Scope Background Investigation (SSBI) and SCI
nomination requests will be submitted not later than 30 days after
contract award to the supporting Special Security Officer (SSO). The
