875-6038. The Bureau of Finance and Management Policy (FMP) at the U.S.
Department of State is seeking information on financial management
software that meets the Core Financial System Requirements and
Framework for Federal Financial Management Systems of the Joint
Financial Management Improvement Program (JFMIP). The software must be
able to support domestic and overseas financial management activities
of the Department of State at overseas embassies and posts, and
domestic bureaus, and it must be able to support the financial
management of other Federal organizations operating overseas. The
purpose of this Request for Information (RFI) is to collect information
for use only in a Benefit/Cost Analysis. The Government does not plan
to award a contract on the basis of the RFI or otherwise pay for the
information solicited. The Department of State is interested in
software which may support one or more of the following Core financial
system functions: General Ledger Management, Funds Management, Payment
Management, Receipt Management and Reporting. In addition, the
Department of State is interested in software to support worldwide
Disbursing functions. Software must support the following:General
Ledger Accounting and Financial Reporting - Provide for the collection,
classification, and recording of all worldwide transactions affecting
the financial operations of the Department of State, transfer of those
transactions to the proper general ledger and budgetary accounts, and
reporting of financial activity and status to all appropriate
recipients. Resource Management/Budget Execution - Provide the Fund
Managers of the Department a way to manage and monitor the various
status of their funds from Congressional Legislation through
Appropriation, Apportionment, Allotment and Suballotment level.
Accounts Payable - Provide the functionality to manage the recognition,
receipt, approval and recording of payments due from the Department of
State and payment from client agencies to outside parties. Payables
will include functionality to update the general ledger and appropriate
subsidiary ledgers, management of payments for recurring services, and
coordination with accounts receivable activities where appropriate.
Accounts Receivable - Support activities relating to the collections of
moneys due the U.S. Government, including the recording, billing,
monitoring, and collecting amounts due. Generate aging schedules,
exception reports, and reports used to monitor due diligence efforts.
Disbursing - Support activities conducted by United States Disbursing
Officers (USDOs) to carry out the normal disbursing services, manage
USDO cash accountability and generate USDO cash accountability reports
for the Treasury and all other interested financial organizations. The
software should also be capable of meeting, in existing or modified
form, the following unique qualities of financial management at the
U.S. Department of State: overseas cashiering in multiple currencies,
robust foreign currency accounting (including obligations, payments,
asset/liability valuation, budgeting, and exchange rate adjustments),
and other special requirements including Value Added Tax (VAT)
processing, extensive reimbursable activities, electronic
certification, and electronic funds transfer (EFT). The software must
support the needs of small, medium and large overseas posts, domestic
bureaus and offices, global regional administrative management centers,
and Washington headquarters; and should be capable of handling
financial management transactions and workloads at all levels of a
Federal agency. The software should be capable of operating under one
or more of the following environments: mainframe, departmental and
local servers, and TCP/IP based local and wide-area networks. Vendors
must be capable of providing full service and support for their
software for a minimum of three years, and providing normal software
upgrades as available. This Request for Information (RFI) is for
planning purposes only and shall not be construed as a request for
proposal or as an obligation on the part of the Government to acquire
any follow-on acquisitions. The Government does not plan to award a
contract on the basis of the RFI or otherwise pay for the information
solicited. No response on the part of the Government will be
forthcoming to the respondents on this notice. To respond, furnish
descriptive literature or other data to the Contracting Officer no
later than 30 days following this notice's publication in the Commerce
