Connie M. Grittner, Contracting Officer. Engineering, analytical and
technical support for the various Navy programs which have been
established to achieve electromagnetic compatibility (EMC) among and
between electronic/electric systems and/or equipments. Specific
programs to be addressed include: (1) Fleet support programs such as
the Shipboard Electromagnetic Compatibility Improvement Program
(SEMCIP), Industrial Electromagnetic Compatibility (IEMC); (2)
Radiation Hazards (RADHAZ); (3) Planned Maintenance System (PMS) for
Electromagnetic Interference (EMI) control; (4) Joint Tactical Data
Distribution System (JTIDS); (5) Composite material shipboard
utilization. Appromiately 35 manyears of effort are expected to be
required for each of the five years of the contract. Specialized
experience includes: Experience in providing advice, guidance, and
recommendations for achieving Fleet EMC (Avoiding/alleviating shipboard
EMI), and participation in shipboard EMI/EMC evaluations, including
test plan preparation, conduct of tests and report development.
Electromagnetic Experience, with specific emphasis on the development,
update, and tracking of MIL-STD-407-5291780 test procedures. Radiation
Hazard experience, with specific emphasis on the determination,
testing, and setting of cut-out regions associated with shipboard fire
control radars. Planned Maintenance Systems (PMS) experience, with
specific emphasis on shipboard maintenance procedures and techniques
which may involve/impact equipment EMC. Shipboard EMI/EMC experience,
with specific emphasis on JTIDS operability, testing, installation, and
integration; additional emphasis on coordination and liasion with Fleet
personnel (both surface ship and submarine). Electromagnetic
Environmental Effects (EEE) related to the shipboard usage of composite
structural materials. Personnel should have specific knowledge
of/experience in such composite EEE considerations as corrosion,
bonding, grounding, shielding, and electrosatic discharge (ESD).
EEE/EMX experience, with specific emphasis on AMRAAM EEE, such as
experience with EEE/EMX design, testing, and recommendations. EEE/EMX
experience, with specific emphasis on Standard Missile EEE, such as
reviewing EEE/EMX designs, etc. EEE/EMC experience, with specific
emphasis on AEGIS EEE, such as EEE/EMX analyses, etc. EM experience
with specific emphasis on the development and maintenance of EMI/EMC
data base(s) (e.g., the SEMCIP Management Information and Tracking
System, and the SEMCIP Technical Advisory Network), including the
review, extration of information from EMI problem reports, etc. and
incorporation into the data base(s). The contract will include a base
