Center (FISC) Norfolk, Detachment Philadelphia, intends to acquire
services with SCITEC Corporation of Kennewich, WA., for the RETROFIT,
REPAIR AND SOURCE REPLACEMENT OF TWENTY-FIVE (25) GOVERNMENT-OWNED
SCITEC MANUFACTURED MAP X-RAY FLORESCENCE (XRF) SPECTRUM ANALYZERS. The
requirement consists of a one (1) Time Retrofit of the twenty-five (25)
XRF Analyzers, twenty (20) each, Reoccurring Source Replacements
(approximately every 120 days), and Repairs on an AS NEEDED BASIS. The
XRF Analyzers Utilize a Patented and Specialized Calibration Software
to Provide ''CORRECTED LEAD CONCENTRATIONS'' Down to 0.1 MG/CM2
without the need for any destructive testing of the surfaces. SCITEC
Corporation is the original manufacturer of the XRF Analyzers and
retains all rights to the Patented Calibration upon which these
instruments operate. Only SCITEC Corporation can perform the necessary
work to continue the operation of these instruments due to the highly
specialized containment of the radioactive source and since only
SCITEC Corporation knows how they are calibrated. The requirement
consists of a base year (01 May 1995 or date of award through 12 months
thereafter) and four (4) option years. The Government intends to
solicit and negotiate on an other than full and open competitive basis
pursuant to FAR 6.302- 1 with SCITEC Corporation of Kennewich, WA.
SCITEC Corporation is the only source capable of providing the required
services. All interested parties are invited to respond to this
requirement by submitting plans to satisfy this requirement. All
submissions must include documentation indicating how the services
offered are equal to that identified above along with the current price
to provide the services to the Navy. It is the vendor's responsibility
to provide the sufficient technical detail to allow the Navy to
discern the capability of the vendor. The Navy will consider
documentation provided by all responsible sources. If no affirmative
written response or responses advantageous to the Navy are received
within 15 calendar days after publication of this notice, a Request for
Quotation (RFQ) will be issued to SCITEC Corporation. Note, NO CONTRACT
AWARD will be made on the basis of offers/proposals received in
response to this notice. As a result of analyzing responses to this
notice of intent, the contracting officer may determine that a
solicitation will be issued. If a solicitation is issued, NO ADDITIONAL
SYNOPSIS will be issued. Any such solicitation will be issued to the
intended vendor and all firms who respond to this synopsis of intent or
otherwise request a copy of the solicitation. THIS SYNOPSIS IS MERELY
A NOTICE OF INTENT TO ISSUE AN RFQ TO SCITEC CORPORATION AND SHOULD NOT
BE CONSIDERED A REQUEST FOR OFFERS. Further, the Navy WILL NOT PAY for
any such information provided. Any responses to this synopsis should
be sent to the attention of Mr. Robert Ashley, Code 0214G and reference
