R -- PROFESSIONAL, ADMINISTRATIVE, AND MANAGEMENT SUPPORT SERVICES SOL 663/95/S/001 DUE 021795 POC Carolyn Eldridge, 703-875-1195 The U.S. Agency for International Development requires a five year contract to provide support to the Government of Ethiopia for the improvement of its primary education system. The purpose of the contract is to assure that the quality and equity of primary education improves in an expanding system. To this end, USAID requires the services of a qualified organization to provide direct assistance to Government of Ethiopia central and regional (and sub-regional) entities responsible for the administration, financing and conduct of primary education. The intent of the contract is to strengthen institutional capacities to provide on a continually expanding basis educational services and inputs which enhance quality of learning, equity of access and efficiency of resource utilization. Contract services will pursue this outcome through long and short term technical assistance, in-country and off-shore training, and limited amounts of commodity and operational support. All of these services are to be provided in furtherance of the objectives of Ethiopia's new education and training policy and in accordance with the framework for primary sector reform established by the USAID Mission to Ethiopia in its Basic Education System Overhaul Program. Subcontracting with small business concerns and socially and economically disadvantaged entities: USAID encourages the participation to the maximum extent possible of US entities that are small business concerns, small disadvantaged business concerns, including women-owned concerns, historically black colleges and universities, colleges and universities whose student body is at least 40 percent Hispanic American, and private voluntary organizations controlled by socially and economically disadvantaged individuals including women, in accordance with Part 19 of the FAR and Part 726 of the AIDAR. It is anticipated that the awardee will make maximum practicable use of such entities. Interested parties must submit a written request for a copy of the solicitation document with four self-addressed mailing labels. Walk-in, oral, and facsimile requests will not be honored. Responses not complying with the above instructions will not be honored. In accordance with Federal Acquisition Regulations, the solicitation document will not be released less than fifteen calendar days from the date of publication; however it will be issued as soon thereafter as is possible.
