R -- SERVICES FOR ENERGY MANAGEMENT AND CONSERVATION IN THE HUMPHREY BUILDING. POC Contact Point, Cheryl L. Howe, (202)690-5552 The Department of Health and Human Services intends to negotiate with Advanced Sciences, Inc., 1525 Wilson Boulevard, Suite 1200, Arlington, VA 22204-9998, on a sole source basis under the authority of FAR 6.302-1 to award a contract to provide the labor, materials and supervision required for energy mangaement services to assist DHHS in meeting the following Federal Energy Management Policy and Legislative Mandates for the Humphrey Building located on 200 Independence Avenue, SW, Washington, D.C.: 1) National Energy Conservation Policy Act Requirements, 2) Executive Order 12759 requirements, and 3) Executive Order 12902 requirements. Advanced Sciences has been performing these services since 10/1/92 and are considered to have unique expertise in that they have accumulated significant historical data, vital background information and a complete understanding of the heating, ventilation and air conditioning (HVAC) systems and other related building equipment systems and components in the Humphrey Building. In order to meet the mandates in a timely manner, DHHS cannot sustain a break in service to allow time to collect the data or develop expertise in the HVAC systems. It is believed that Advanced Sciences is the only organization qualified to successfully undertake and complete this project. The purpose of this synopsis is to determine whether there may be other sources with the requisite qualifications to perform the work described above. Any organization capable of performing a similar services without a costly and significant delay should submit a statement of capabilities with documentation supporting its ability to meet the Government's requirements as described above.
