The Bureau of Land Management (BLM) National Training Center (NTC) has a requirement for a blowout preventor, accumulator with remote panel, and bolt cover spherical training models. BLM intends to procure on a sole source basis the below listed patented supplies from Shaffer, Inc., Houston, Texas. Each piece of equipment can be dismantled in layers for teaching and illustration purposes. The following is the list of three (3) items required: 1) Training Model Ram Blow-out Preventor with manual cylinders and ultra-lock cylinder. It weighs 120 lbs. and comes with a fitted, padded, packing/carrying case. It is 12'' high, 14 3/4'' wide, and 30'' long. 2) Training Model Land Accumulator with accumulator remote panel. They weigh 205 lbs. together and have a fitted, padded, packing case for transportation. The land accumulator is 19'' high, 18'' wide and 41'' long, the accumulator remote panel is 19'' high, 5'' wide, and 8 1/2'' long. 3) Sherical Bolted Cover. It weighs 110 lbs. and has a similar fitted, padded, packing case for transportation. It is 12'' high, and 13'' diameter. The intent of this synopsis is to determine if any other source(s) exist, therefore, no RFP is available. Interested firms are invited to submit a response demonstrating that the below listed minimum needs can be met. Telephone responses will not be considered. Responses to this notice will be used to determine whether competition exists and whether a formal RFP is appropriate. The following are the minimum needs of BLM and the evaluation factors used to determine if any other sources meet these needs: The three different items of required equipment must be: 1) manufactured to accurate scale, 2) manufactured with moveable and removable parts, 3) representative of a common industry type, 4) made of lightweight materials, 5) portable, and 6) color coded for training purposes.
