acquire an Enterprise Computing System consisting of MVS compatible
mainframes and alternative mainframes with open system capabilities (in
which each platform will consist of multiple machines). The Enterprise
Computing System will provide continued support for existing National
Institutes of Health (NIH), Department of Health and Human Services
(DHHS), and other Government agencies' application programs and
databases. Currently these application programs and databases are
processed on three IBM 3090-300J mainframes and run in batch mode on
the MVS operating system, or interactivitely on WYLBUR, TSO, IMS, or
DB2. A firm-fixed price, fixed-price with economic price adjustment for
labor intensive items, indefinite-delivery, indefinite-quantity type
contract is planned. The Government anticipates an eight year total
contract life (five years for ordering supplies, services and
maintenance and three additional one year options for ordering services
and maintenance). A Request for Information (RFI), including a
questionnaire, will be provided to industry approximately 15 calendar
days after publication of this notice. Vendors will have approximately
3 weeks to respond to the questionnaire. The Government will not
formally respond to vendor comments or questions but may consider
incorporating comments into revisions to the specification. Qualified
firms are required to submit their request to be placed on the
Enterprise Computing System source list in writing to the contracting
officer indicated above. Sources responding to this notice shall
indicate whether they are a large, small, disadvantaged or woman-owned
business. For this synopsis a business concern is considered small if
the number of employees does not exceed 1,000. The Government will not
distribute printed copies of the RFI. A printed copy is available at
FEDCAC for inspection. Inspection of the RFI will be by appointment

of FEDCAC to schedule an appointment. Vendors may print a copy of the
RFI at their own expense. A list of copying service companies in the
area will be provided. The RFI will be made available to industry
through the Hanscom Electronic RFP Bulletin Board (HERBB). The HERBB
can be accessed through a computer modem, 24 hours per day, by calling
617/274-0500. Use the standard settings of N-8-1 at any baud from 300
