A -- UPDATE ANALYSIS SOL PRDA 95-05-PKPX POC PATRICK MCCABE/PROGRAM MANAGER/315/330-3222; MARY L. LOVETT/CONTRACTING OFFICER/315-330-2308. Rome Laboratory (RL) is soliciting white papers for new and creative technical research and development solutions for implementation of integrated information tool sets that will support automated, simultaneous update of heterogeneous databases. Integrated solutions using innovative approaches will be sought. The scope of this effort concerns several areas and covers a broad range of requirements which includes, but is not limited to: maximum utilization of Commercial-off-the-Shelf (COTS), Government furnished, and public domain software; software development, if required, in accordance with MIL-STD-2167A; documentation in a hypermedia softcopy format (e.g. mosaic or TI/Tcl); a computerized database description methodology that combines data modeling techniques (such as IDEF1X) with process modeling techniques (such as (IDEFO) and captures history of transaction performance; a mechanism to use the database description to generate transaction strategies and database access/update software; a mechanism to automatically extract data and process definitions from operational systems; mechanisms to translate physical database formats to other physical database formats; mechanisms to translate units of measure to other units of measure with specified precision; mechanisms to automatically identify synonyms (same type of data, different data element names) and homonyms (different types of data having the same or similar names); a test, evaluation and demonstration environment consisting of operational databases (such as the Extended Integrated Database (XIDB), Combat Intelligence System (CIS), Image Product Archive (IPA), Computer Aided Tactical Information System (CATIS), Advanced Planning System (APS), Force Level Execution System (FLEX), and Special Operations Forces Planning and Rehearsal System (SOFPARS) and other text, audio, image, and hypermedia systems in an unclassified product evaluation facility (ISF), a classified testing facility (IICF) and at an operational site; an ad-hoc user interface that guides the user in developing meaningful information transactions, storing, printing and reporting information transaction results; a peer-to-peer, inter-process communication mechanism with deadlock avoidance to support multi-database transactions; transition planning that addresses costs, schedule, and DOD requirements in the areas of security, logistics, training, and operations and maintenance; a software reuse library populated with relevent modules from Generic Intelligence Processor Extensions (GIPE), Database Query Support Processor (QSP) and other relevant Government developments. Background for the demonstration scenario is a hypothetical crisis that requires Air Force Special Operations Command action. Mission plans are developed and rehearsed on the SOFPARS system. SOFPARS pulls materials required for the mission and rehearsal plans from CIS, and the APS component of CTAPS. CIS pulls intelligence data pertaining to the area of operations from the XIDB, and from IPA via CATIS. Rehearsal results and after mission debriefs are pushed into CIS, XIDB, and IPA as appropriate. Deliverables will be technical reports and when appropriate, software prototypes and/or demonstrations. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. DO NOT SUBMIT A FORMAL PROPOSAL AT THIS TIME. Offerors are required to submit 5 copies of a 15 page or less white paper with a cover letter indicating whether the offeror is a large, small, women-owned small, or small disadvantaged business, or Historically Black College, University, or Minority Institution. The white paper will be formatted as follows: Section A: Title, Period of Performance, Cost of Task, Name of Company; Section B: Task Objective; and Section C: Technical Summary. All responses to this announcement must be addressed to ATTN: Patrick McCabe, Reference PRDA #95-05-PKPX, Rome Laboratory/IRDS, 32 Hangar Rd, Griffiss AFB NY 13441-4114. Also send one (1) copy of the cover letter only, by First Class mail (DO NOT SEND CLASSIFIED) to ATTN: Richard Smith, Director of Small Business, Rome Laboratory/BC, 26 Electronic Parkway, Griffiss AFB NY 13441-4514. Multiple white papers within the purview of this announcement may be submitted by each offeror. The purpose of the white paper is to preclude unwarranted effort on the part of an offeror whose proposed work is not of interest to the Government. Those white papers found to be consistent with the intent of this PRDA may be invited to submit a technical and cost proposal. Such invitation does not assure that the submitting organization will be awarded a contract. Complete instructions for proposal preparation will be forwarded with the invitation for proposal submission. Evaluation of proposals will be performed using the following criteria: (1) Analytical Approach: The soundness and comprehensiveness of the analytical methodology proposed to evaluate standards and products against some metric based on functional requirements of intelligence data handling systems. (2) Implementation Approach: The extent to which the offeror presents an integrated approach that maximizes utilization of GOTS, COTS, and public domain software. (3) Demonstration Approach: The extent to which the offeror's approach focuses rapid prototyping and incremental development, evaluation, and demonstration of required capabilities in the ISF, IIPF, and at an operational site. (4) Transition Planning: The extent to which the offeror's approach focuses on the development of a transition plan that meets government requirements in the areas of security, logistics, training, operations and maintenance. (5) Cost: The extent to which the proposal exhibits reasonableness and realism of cost and schedules. No further evaluation criteria will be used in selecting the proposals. The technical criteria will also be used to determine whether white papers submitted are consistent with the intent of the PRDA and of interest to the Government. Proposals submitted will be evaluated as they are received. Individual proposal evaluations will be based on acceptability or unacceptability without regard to other proposals submitted under this PRDA. Options are discouraged and unpriced options will not be considered for award. Principal funding of this PRDA and the anticipated award of contracts will start approximately FY95. Individual awards will not normally exceed 30 months in duration, with dollar amounts normally ranging from $50K to $750K. Total funding for the PRDA is $1,500,000. Ten percent (10%) of the PRDA will be reserved for Historically Black Colleges, Universities, and Minority Institutions. In the event sufficient acceptable proposals are not received to fulfill the reserved portion, that portion may be awarded to offerors of other acceptable proposals. Foreign-owned offerors are advised that their participation is excluded at the prime contract level. Data subject to export control constraints may be involved and only firms on the Certified Contractor Access List (CCAL) will be allowed access to such data. The cost of preparing proposals in response to this announcement is not an allowable direct charge to any resulting contract or any other contract, but may be an allowable expense to the normal bid and proposal indirect cost in FAR 31.205-18. The work to be performed may require a TOP SECRET facility clearance and safeguarding capability: therefore, personnel identified for assignment to a classified effort must be cleared for access to TOP SECRET/SCI information at time of award. In addition, to qualify as a responsible contractor, the offeror must have or have access to a certified and Government approved facility available to support work under this PRDA. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be ''significant concerns'' and should be communicated directly to the Contracting Officer, Mary L. Lovett, 315-330-2308. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent R. Palmiero, Chief, Policy and Management Division, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process. An informational briefing is not planned. The cutoff date for submission of white papers is 1 Mar 95 for FY95, 1 Dec 95 for FY96, and 2 Dec 96 for FY97. This PRDA is open and effective until 2 Feb 96.
