Ground intends to solicit on a full and open competition basis for
nonpersonal services to provide all material, preparation of material,
equipment, labor, technical personnel, transportation, and supervision
in support of the Propellant, Explosive, and Pyrotechnic Thermal
Treatment (PEP-TTET) facility, located at Dugway Proving Ground, UT.
The AMCCOM Open Burning/Open Detonation (OB/OD) six volume report
published in January 1992 will be used with its detailed description of
sampling and analytical methodologies in conducting the proposed
services. Services include 1) sampling, assay, and interpretive
support; 2) continue research and development (R&D) into means of
characterizing emissions produced by OB/OD of energetic materials,
using the PEP-TTET facility and the proven technology outlined in the
AMCCOM study; 3) conduct sampling criteria for pollutants, carbon
dioxide, hydrogen cyanide, hydrogen chloride, chlorine, PM 10
particulate, volatile and semivolatile organic compounds; 4) conduct
assay of volatile and semivolatile organic compounds at the
parts-per-trillion and nanogram level using the USEPA accepted methods
developed during the AMCCOM study and documented in letters of
instruction (LOI); 5) conduct real-time analyses for the PEP-TTET
atmosphere; 6) review all raw data and provide quantitative and
subjective comments which will assist in the understanding of
collection techniques, assay procedures, and the resulting data; 7)
conduct technology-transfer programs as required; 8) work with and
provide qualified personnel to participate in and serve as members of
the programs's Technical Steering Committee; and 9) prepare and provide
a Quality Assurance Project Plan, a Quality Control Plan for each task
where applicable, and prepare and provide LOIs for each task
assignment. All of the Above requirements shall be prepared and
provided in accordance with the criteria developed during the AMCCOM
study. All offerors found technical acceptable will be required to
perform testing of simulated OB/OD samples to ensure test criteria can
be met. The period of performance is for one base year and four (4)
option year periods. Issuance of subject solicitation is tentatively
scheduled for o/a 27 Feb 1995 and to close o/a 20 Apr 1995. All
companies that have requested this solicitation in response to the
notice appearing in the May 10 1994 Commerce Business Daily is required
to respond to this notice. Only written requests will be accepted for
