Standards and Technology (NIST) intends to negotiate on a sole-source,
cost sharing basis, with the Electric Power Research Institute (EPRI),
3412 Hillview Avenue, Palo Alto, California, for, ''The Assessment and
Mitigation of Earthquake to Electric Power Substations.'' The project
shall consist of four tasks as follows: (l) Development of a guide for
the selection, installation, and operation of emergency power; (2)
Development of a guide for the seismic evaluation and design of high
voltage substations; (3) Development of fragility curves for substation
equipment; and (4) Coordination of the project and integration of the
efforts into three respective final reports--The period of performance
shall be one year--Numbered Note 22--It is the Government's intent to
negotiate with EPRI, the only responsible source that can satisfy the
