York District Water Resources Division office of the USGS has been
conducting a multi-year study on the effect of vegetation on nutrient
movement through watersheds of the Catskill Mountains. As part of the
study, two small watersheds will be logged. One will be clear cut (16
hectares) and one will be 40-percent cut (20 hectares) in order to
compare the effect of the two logging methods. The watersheds to be
logged are located on the property of the Frost Valley YMCA. Since
these two watersheds are located on Frost Valley YMCA property, the
U.S. Geological Survey (USGS) anticipates entering into non-competitive
negotiations with the Frost Valley YMCA of Clareyville, New York for
the logging services. The Frost Valley YMCA has a forest management
team that has been conducting careful timber-stand-improvement logging
projects on the property. The proposed period of performance would be
two years. In order to perform the required logging services, logging
firms must have the written consent of the Frost Valley YMCA to log on
their property. Firms who believe they can provide are invited to
submit an affirmative response to this notice. An affirmative response
would be a written letter from the Frost Valley YMCA authorizing the
vendor to log on their property. All responses will be considered. This
