Tasks include: formatting data to evaluate existing MIS capabilities, develop models, and analyze and project financial requirements, production cost and schedule data and develop logistics support requirements in support of the following 822 programs: Mk30 Target (Mods 1 and 2); Expendable Mobile ASW Training Target (EMATT); Launchable Expendable Acoustic Device (LEAD); Acoustic Device Countermeasure (ADC) Mks 2,3 and 4; Low Doppler Target; Large Diameter Unmanned Undersea Vehicle; 21 inch Unmanned Undersea Vehicle; Mobile Test Vehicle; Very Low Frequency Projector; SMARTCOMMs; Other future programs assigned or conceptualized by the Division. It is anticipated to issue a five (5) year, Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Fixed Fee provisions with both Term and Completion form delivery orders. Award will be made on the basis of Greatest Value. Evaluation criteria/factors listed in descending order of importance are: (1) Personnel, (2) Technical Approach (3)Management Approach (4) Corporate Experience and (5) Facilities. The Estimated Level of Effort is 117,200 manhours. The Categories of labor are: KEY (s) - Program Manager - 9000 hrs; Sr. Management Analyst - 15,000 hrs; - NONKEY (s) - Management Analyst - 25,500 hrs; Jr. Management Analyst - 30,500 hrs; Jr. Engineer - 5200 hrs; Word Processing - 17,000 hrs; Illustrator - 15,000 hrs. The Service Contract Act and Organizational Conflict of Interest provisions per FAR 9.505-3, apply to this requirement. This requirement is a follow-on to contract N66604-90-D-0579 with Dynamic Systems, Inc. This requirement is 100% Set-aside for Small Business.
