66 -- GLOBAL POSITIONING SYSTEM INTERFACE UNITS (GPSIU) SOL N61331-95-R-0021 DUE 041595 POC Phillip Morris, Contract Specialist, (904)235-5387 Carol A. Dreger, Contracting Officer, (904)234-4863. The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, is soliciting proposals for a fixed price FY95 contract that provides the navy with at least 30 Global Positioning System Interface Units (GPSIU), J6094/KSQ-1. More than 30 may be purchased for FY95, pending fixed price quotes. The contract will also consist of options for up to 134 additional units over three years less total quantity purchased above 30 in FY95. The GPSIU will be fabricated and tested in accordance with a Government provided Technical Data (Drawing) Package. GPSIU Performance and Environmental requirements and acceptance tests will be identified in the Statement of Work (SOW). Only the first and second articles will be subject to the Environmental tests identified in the SOW. The GPSIU is small, lightweight, rugged and highly reliable data reformatting unit that is intended for use aboard various Navy vessels configured with the Amphibious Assault Direction System (AN/KSQ-1). The GPSIU provides the capability to interface a Position Location Reporting System (PLRS) Basic User Unit (BUU) with a specified military GPS Receiver (GR). The GPSIU reformats and transfers input GPS geodetic position data to the PLRS BUU for transmission to the PLRS Master Station (MS) while retaining normal User Readout (URO) unit operation. In general, the GPSIU shall be capable of providing an interface to: (a) A separate External Computer (EC) device to augment existing PLRS URO capabilities. (b) A URO, Remote Annuciator Unit (RAU) and a Pilot Control Display Panel (PCDP). (c) The GPS Receiver's Data Loader Port (DLP) for loading way point information. (d) The GPS Instrumentation Port (IP) for latitude, longitude and GPS status and figure of merit data. (e) A PLRS BUU. The GPSIU will be required to extract accurate, real-time position information from the GPS Receiver for transmission to the PLRS MS database. This geodetic position information will allow GPS Receiver and GPSIU equipped PLRS BUU units to be used as dynamic reference units when the host platform is in motion. The major components of the GPSIU are: (a) A single enclosure (Volume approximately 450 cubic inches). (b) Five connectors (box mounted receptacles), representing the GPSIU data interface ports. (c) A connector to interface with host platform's power. (d) Two printed circuit boards (PCB) mounted inside the enclosure and containing the electronic components that provide the functionality of the GPSIU. (e) An internal connector on the PCB for the purpose of remote programming of the on-board Erasable Programmable Read Only Memory (EPROM) without removing it. (f) Cabling between the PCB and the connectors. (g) Power supply (AC or DC). The major electronic components of the GPSIU are: The Microcontroller, Random Access Memory (RAM), EPROM, EPROM Programming Circuitry, Input/Output (I/O) Receivers, I/O Drivers, Power Conditioning and Monitoring Circuitry, Support Logic (busses), Asynchronous Serial Controller, Power supply modules, and the Switch Closure Circuitry. Government developed printed circuit board (PCB) Gerber files shall be used for layout and assembly of the PCB cards of the GPSIU. Government furnished executable code shall be used to install operational firmware into the EPROM of the GPSIU. Additionally, a Government furnished Personal Computer (PC) program and other equipment (TBD) shall be provided to the Contractor for GPSIU performance acceptance tests.
