3398 A -- ADVANCED ETC SUPPORT AT THE GREEN FARM ELECTRIC GUN FACILITY POC

Contracting Officer, (703) 325-6684. The Defense Nuclear Agency (DNA)
proposes adding tasks for (1) handling, transportation, and storage of
hazardous/explosive material; and for (2) on-site calibrations of
pressure probes to support electrothermal-chemical (ETC) guns under
existing contract DNA001-93-C-0064 with Maxwell Laboratories, 8888
Balboa Avenue, San Diego, CA 92123. DNA proposes that Maxwell perform
the tasks, under sole source modification to the contract, to commence
in CY95. Maxwell is best suited to execute this contract modification
because its historical knowledge and experience of the operations at
Green Farm allows it to execute the tasks quickly and inexpensively.
Maxwell has conducted much of the studies to implement the actions
required for this modification. Any effort to contract with other than
Maxwell will likely result in schedule slippage and dramatically
increased costs to the Government. See Note 22. For further information
