Griffin, 208/533-5663. The proposed Davis-Bacon work scope is to
replace 4 existing feeder cables with new feeder cables. This project
sill be at a remote site located on the Idaho National Engineering
Laboratory located approximately 60 miles West of Idaho Falls, Idaho.
The performance period is estimated to be 90 days after notice to
proceed. This replacement includes replacing approximately 1100 feet of
cable in length and to be installed in one continuous run with no
splices. Each existing three-conductor, 350 MCM, 5 kV non-shielded
cable feeder will be replaced with three 350 MCM, single-conductor, 5kV
shielded conductors. Minor conduit work will be required to modify
routing of some existing 4'' RGS conduit in one building. The major
portion of the feeder cables are in an underground duct bank, via tow
manholes and are run between switchgear in two buildings. Each feeder
is to be de-energized, removed, replaced, tested, and re-energized one
at a time to minimize the effects of the outages. Prior to receiving
an inquiry package, each prospective vendor shall provide written
verification that the following minimum prerequisites can be met: (1)
All prospective bidder personnel should have U.S. Department of Energy
(DOE) security clearances to attend the on-site pre-bid tour and must
possess identification, (e.g., vehicle operators license) in order to
gain admittance to the NRF Site. Uncleared personnel will be escorted
to tour areas where work will be performed except for those areas
determined to be sensitive by Westinghouse. Also, all personnel who
will be performing on-site work will require a DOE security clearance.
It takes approximately two to four months to obtain a security
clearance after an individual submits a completed and acceptable
"Questionnaire for Sensitive Position" (QSP). In this regard, in order
for the company to receive a copy of the inquiry package, completed
QSPs must be submitted to Westinghouse within two weeks from the date
of a request for a copy of the inquiry package or show evidence that an
adequate number of cleared personnel are available. QSPs must be
submitted as necessary to fully staff the job. (2) Prospective bidders
must have bonding capability from sureties listed in the U.S. Treasury
Circular 570 relative to contract performance or be able to provide
irrevocable letters of credit from financial institutions that are
federally insured and have investment grade or higher rating from a
recognized commercial rating service. (3) This is a small-business
set-aside action and all prospective bidders must certify they qualify
as a small-business. (4) The successful offeror must agree to submit
a Foreign Ownership, Control or Influence Representation, and all
supporting business and financial documentation. The basis of award for
this procurement will be the lowest total proposed fixed price which
includes the cost of performance and payment bonds or other security.
All potential vendors are instructed that failure to comply with these
requirements will prevent that vendor from receiving an inquiry
