R -- REAL ESTATE PORTFOLIO ANALYSIS SOL GS10PT950001 DUE 032995 POC John Early, 206/931-7361 The Public Buildings Service (PBS), Northwest/Arctic Region, requires the services of a Real Estate Portfolio Manager/Commercial Building Operator to provide technical assistance in establishing a portfolio management group within PBS to manageGSA-owned and leased facilities in the states of Alaska, Washington, Oregon, and Idaho. The contractor will be required to analyze a representative sample of the current portfolio, and evaluate existing management systems; operating policies andprocedures; and the process for making capital investment decisions. Contract deliverables will include recommendations for specific operational strategies to reduce occupancy costs, increase tenant satisfaction, and enhance the value of the portfolio. Initial studies will be concentrated in the Portland, Oregon area, with options for other metropolitan areas in the Northwest and Alaska. A firm, fixed-price contract with fixed-price options is contemplated. Evaluation of offers will be accomplishedusing source selection procedures with award being made to the offer providing the best value to the Government, price and other factors considered. Other factors to be considered shall include experience in real estate portfolio management;qualifications of key personnel; and past performance on similar contracts in the private or public sectors.
