0264P, PEGGY COONEY, CONTRACT SPECIALIST. The Naval Sea Systems
Command and the Program Executive Officer for Submarines is seeking
qualified sources to provide engineering and technical services in
support of the New Attack Submarine Program Office in the areas of
Program Management, Engineering, Logistics Support, and Acquisition.
The Program Management effort includes: (1) coordinating technical,
management, cost, schedule, performance, and data delivery
requirements; (2) performing economic and program management studies
and creating supporting documentation required by the Navy to make
decisions and direct the program; (3) maintaining financial and
technical status tracking systems and master files, analyzing
cost/schedule data from development and production contractors and
Government supporting activities; and (4) reviewing specifications,
hardware contractors engineering change proposals, and preparing and
analyzing program options. Engineering Management Support includes: (1)
integrated product and process design support; (2) hull, mechanical and
electrical, and combat system support; (3) efforts in the areas of
operation, use, maintenance, engineering, design, upgrade or
improvement of Submarines and Submarine Systems; (4) reliability,
maintainability, quality assurance, cost, schedule, and safety as it
relates to Submarines and Submarine Systems; and (5) analysis of
technical designs, engineering changes thereto, maintenance of
baselines, critical tests, and milestones that will impact system cost,
schedule and performance. Logistics Support includes: (1) configuration
management support; (2) development, maintenance and review of
Integrated Logistics Support (ILS) documents and studies that address
ILS considerations including platforms, timely spares provisioning and
training; and (3) baseline configuration status accounting and its
impact on programs and the fleet. Acquisition Support includes: (1)
recommendations and input regarding DoD 5000.2 required documentation;
(2) maintain and analyze contract data from cost performance reports
and/or contract funds status reports; and (3) analyze program schedule
information. Respondents must demonstrate familiarity with and show
verifiable corporate experience in the submarine design and development
process or similarly complex programs as well as the ability to support
all of the above tasking. Firms should provide specific information
concerning personnel proposed to perform or manage this effort.
Businesses responding must have offices in the Crystal City area with
a facility clearance of SECRET or demonstrate plans to establish such.
The anticipated level of effort required to perform the outlined
tasking is approximately 130 manyears/year over a five-year period.
Responses must be limited to ten (10) typewritten pages, exclusive of
resumes, which should be limited to one page each, and reference

Proposal (RFP) or a promise to issue an RFP. This information is for
planning purposes only. There will be no contract awarded on the basis
of this synopsis. Respondents should identify their business status as
either large business, small business, or small disadvantaged business.
The size standard for this acquisition is $20 million average annual
receipts over three years under Standard Industrial Classification
(SIC) Code 8711. All responses must be received by 24 February 1995.
