Z -- RELOCATE RADAR LAB SOL DTCG41-95-B-QWB019. DUE 033095. Contact Barbara Whitley, Contracting Officer, 804/898-2332. Provide all labor and materials to relocate the radar lab at the USCG Reserve Training Center, Yorktown, VA. The project includes demolition of existing interior finishes, steel vault walls and ceiling, installation of new doors, windows, and finishes, and rework of the existing mechanical and electrical systems. Contract performance time is 144 days after date of award. Estimated range is between $100,000 and $250,000. Solicitation packages will be available o/a 28 February 1995 for a non-refundable fee of $10.00 per set; requests will be honored until supply is exhausted. Written requests for packages must be accompanied by Certified Check, Cashier's Check or Money Order made payable to the U.S. Coast Guard. Telephone requests will not be accepted. A pre-bid conference/site visit will be held o/a 14 March 1995. this is an unrestricted procurement per PL 100-656, Business Opportunity Development Reform Act of 1988. Offers will be accepted from both large and small businesses. For the purpose of determining size status, a small business is one whose average annual receipts for the preceding three years does not exceed $17 million (SIC 1542). All responsible sources may submit a bid which shall be considered by the U.S. Coast Guard. For Minority, women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
