20361-2140 14 -- RFI RELATING TO IMAGING IR MISSILE SEEKER TECHNOLOGIES FOR
AIM-9X EMD POC Contact, LCDR Herb Byrns, Phone (703)604-2119 The Naval
Air Systems Command is interested in assessing the maturity of Short
Range Infrared (IR) Missile Technologies to determine the scope of the
effort required to complete the AIM-9X short range missile (SRM)
engineering and Manufacturing (EMD) Program. This announcement is a
market survey of foreign and domestic aerospace firms that have
expertise in the imaging midwave IR seeker area. It is directed to
firms interested in competing as a weapon system prime contractor for
the AIM-9X EMD. Potential subcontractors and the AIM-9X DEM/VAL
contractors need not reply. Only firms who have extensive IR SRM
technologies available including mature imaging midwave IR missile
seeker related technologies and highly maneuverable airframe
technologies or have plans to prototype and test these technologies
within the next 12 months need reply. Responses to this RFI should
address: the firm's concept(s), any related demonstrations performed to
date, planned demonstrations and risk assessments. Technical
discussions should include a description of any or all of the
following: imaging midwave IR seeker technology including detector
(uniformity, etc...), cooling, gimbal platform stabilization
(stabilization method, etc...), and signal processing (non-uniformity
compensation, acquiring /tracking of targets etc...); airframe and
control system technology; fuzing technology; warhead technology;
warhead safe and arming; rocket motor technology; and validated
simulation availability. In addition, a description of the All-Up-Round
missile design should be included in the firm's written response. The
demonstration discussion should include a description of the integrated
seeker hardware/software and/or missile airframe test methodology, test
results and conclusions. Also, this discussion should include a
presentation on any simulations available to model the demonstrated
hardware and any testing performed to validate these models. The
discussion of any past or planned demonstrations should include a
description of testing of related technologies scheduled for the next
12 months, current availability of the seeker hardware and software and
the potential for the integrated demonstration hardware to be made
available for captive testing no later than Jun 96. Responses should be
delivered to NAVAIR no later than 28 Feb 95 and should be limited to
100 pages including the executive summary which is not to exceed 10
pages. Please provide 3 copies. One copy of non-printed media (video
tapes, etc...) is acceptable, however a brief written narrative should
be included in the executive summary. Responses should not exceed a
SECRET classification level. Unclassified responses can be mailed to

requested. In addition, the Government plans to visit contractors that
respond to this RFI and meet the above mentioned requirements. The
purpose of the Government visit is to examine missile hardware and be
briefed on the contractor's ongoing activities pertinent to IR midwave
imaging seekers and/or ongoing related production activity. NAVAIR
will protect proprietary information from unwanted disclosure. The
planned follow-on effort for this RFI is a full and open competition
for the AIM-9X system EMD. This RFI is not a contract, a promise to
contract or a commitment of any kind. The Government will not assume
any liability for costs incurred by a contractor for any data offered
for examination. The information presented in this RFI does not bind
the Government to any particular acquisition strategy. Any questions
