System Program Office plans to award a contract to integrate
tri-service Embedded Global Positioning System (GPS) / Inertial
Navigation System (EGI) equipment, GPS antennas, and antenna
electronics units on F-16 Block 25/30/32 aircraft, design required
Group A equipment, and produce 617 Group A kits. Detailed actions shall
consist of numerous engineering analyses, kit fabrication and mockup
support, extensive integration laboratory testing and support of flight
testing, and preparation and delivery of numerous engineering drawings
and reports. The contract will also include ancillary production
services and support for peculiar spares, technical orders, and support
equipment, as needed. Acquisition of Group B equipment (e.g., EGI,
antennas, and antenna electronics units) and Group A and B kit
installation are not included in this contract action. Specific
prerequisites to accomplish this effort include a detailed knowledge of
baseline F-16 Block 25/30/32 weapon system hardware and software,
knowledge of all applicable current & planned F-16 Block 25/30/32
sub-system modifications, a full understanding of F-16 GPS integration
requirements, a full suite of F-16 system integration laboratory
facilities and equipment, and a capability to perform integration,
design, and production tasks on a schedule that allows field
installation of the first production kit (after kit proofing is
accomplished) by May 1998 and kit production at a rate of 26 per month
or higher. Potential offerors shall include sufficient detail in their
response to this synopsis to permit the government to evaluate their
capabilities to perform the total effort. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concerns during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
